Baltic Construction, was founded in South Orange County, California, in 1989 by Boris Hoffman, who was born and raised in Lithuania. He earned a B.S. degree in Civil Engineering and Construction Technology from the Vilnius Gediminas Technical University (VGTU) in Vilnius, Lithuania. He immigrated to California in 1986 and started working in the construction industry there that year. Initially, he worked as a construction manager for a Los Angeles based development company, remodeling restaurants, hotels, and single family homes, and building new custom homes. Shortly, he founded his own design/build construction company in 1989, which specializes in residential home improvements, room additions, bathroom and kitchen remodeling, deck and porch construction, and new custom home construction.
