There are sections of my driveway where nearly all of the seal coating came off in less than 9 months, so I am going to have to re-do the job myself. This is not what I had in mind when I paid over $1,100 (a fair price, if it would have lasted longer). I understand that the work isn't covered anymore, as I didn't report it until the thaw revealed so much was missing, and I'm not upset with Merit or their staff. Yes, you can pour new concrete over old concrete, but you need to apply a concrete bonding agent to the existing concrete to ensure the new concrete sticks.
