I contacted Intermountain Concrete Services (Quality Concrete Service Guaranteed) to do a free estimate for a concrete patio, and the owner did. I also told him to give me a written estimate, proof of license and insurance before he starts the job, and some references, as he promised on his ad. We also set up the day he would start the job (and I specifically said that I needed the concrete patio done by a certain date because we will have families over). Well, he did not show up that day. I called him, he said that they would be on their way. He showed up by himself at 7PM from another job and did not do any work, he just dropped off four already used wood to be used as borders. He said he would start the next day and would give me the paperwork I was asking for then. He did not show up again, and he texted me later saying that he had some kind of family emergency. There is no way that the patio would get done on time and since he flaked on me twice and he has not produced any paperwork and contract, I decided to cancel. Things started to get weirder and even more downhill from there. He told me to give him a $200 check when he picks up the wood for all the "services" that he had done, and the materials that he had already spent for the job. I was shocked, because there was never any service done except for the "free estimate", and there were no materials bought yet! He kept on sending me long texts that obviously sounded he was angry and I told him that he was beginning to alarm me. Only then did he stop and told me to forget about paying him. I felt concerned that he might come back and do something. It was a terrible and scary experience.
