Once again, I provided the client with free advice. He had some questions about a load bearing wall he wanted to modify himself. I drew out a set of plans and snapped a picture of them, sent them off for a quick discussion. We agreed it was an easy job for a homeowner to do and he wanted to tackle it himself. Its a great feeling to help people without always expecting something in return. The Lord blesses anyone who helps others. Its the Golden Rule in play.

Description of Work: The provider does not provide the exact services we need. We did get some advise and input regarding the remodeling we hope to do. Main issue identified is the space we want to remodel doesn't meet current code. He did follow up with the county and told us we may be grandfathered based on when the original changes were made. We still need to complete our plans and consult the county. |

We appreciate the feedback and there is the possibility that there were some communication issues regarding our service area, We do not service most parts of Frederick MD, Its out of our geographic range and we feel that its best to service clients who will not suffer from long commute times. My sincere apologies to this client if they feel we may have dropped the ball. I assure you that this is not our modus operandi and it will be followed up with future communication.

As the president of Premier HomePro, I too find this offensive. I am going to reach out to the client and ask them to describe their experience. This is the first time I have heard of this issue and I am going to dig into the bottom of it. I was personally out on medical leave during that time period but its important that I dig into it, I will contact the homeowner to learn first hand what happened here. It Angie's List would allow the contractor to post a secondary follow up, I would repost after my call to this particular client but they do not allow us to post more than once. Rest assured, I will rectify this issue to ensure the client is satisfied.

THANKS FOR THE GREAT REVIEW! We know how hard it is to find a good contractor and realize that a "B" in price is a fair review rather than an "A" but its hard to get good contracting for a cheap price! We have overhead like some of the highest workman's compensation and liability insurance that we have to pay due to the nature of our line of work. There are inherent dangers to using machinery and if we had roofers, we would have to pay 25% of payroll for them just into that fund. Maryland is a very pricy state to conduct remodeling and there are certain state and federal guidelines we must meet to be a legitimate business concern. In addition, we employ the best we can find and pay them what they are worth. People seem to think that tradesmen should be paid the bare minimum for some reason but they expect the best work possible. If you want the best employees to deliver the best work possible and those employees have to live in the same area that their white collar workers live in, then they have to make a competitive wage. Its becoming harder and harder to find skilled tradesmen. How many parents are sending their high school grads to trade school these days? In the very near future, all the old guard of the trade are going to retire and there are no trained or skilled young men and women ready to take their place. Its a situation that we are well aware of and concerned about. Thanks for the great review. We really enjoyed working with you and wish you all the success in the future!

I truly wished that we could have done this job. Glad you liked the lead on the puppy! At least we scored big in the doggie department so all was not lost. Your project was expensive due to structural issues that had to be addressed before and during the project that drove up the price. I am never happy to be the barer of bad news but we see this things pop up all the time in older homes and unfortunately we have no control over them. Best of luck to you in the future! Description of Work: Premier HomePro came out to look at our project. But they were so over run with requests to draft plans for basement remodels in DC, they were not able to perform the service. We are going to receive bids from them to remodel our home so it was not a complete waste.

Response from Premier HomePro
This is the nicest client. He is an architect who purchased our BIG DEAL from a year ago. We told him there was no way we could draft plans for 151 clients for free and he agreed that no company could do that much work (as he is in the business). We agreed that our time would be better spent helping him when his plans were done so he is going to complete them and we will give him a proposal for the work. Stay tuned for an upgrade to an "A" once the work is done!

Description of Work: Purchased Angie's Big Deal for providing a design for basement - it was advertised as a $300 value for a $50 price. Premier HomePro was mainly looking at it as a mechanism to sell services. Had a hard time getting the design from them. Finally they sent a piece of paper that was nowhere close to the $300 worth of goods they promised for the Big Deal.

Description of Work: I bought the 'big deal' expecting that, for the extra funds (i.e., as opposed to a typical free estimate) I would receive a more detailed written proposal for the work, w/ breakouts of the different components. I did not received that, and I was also not impressed with their representative's attitude. Further, when I looked at the assessment of the firm in the Angie's List reviews, I was struck by the fact that the company could be rated as outstanding when one of the reviews was, quite frankly, abysmal. Granted, only one review, but it was of sufficient gravity that I fail to understand how the company could receive that rating.

Angie's List offered us an opportunity to participate in a BIG DEAL which has turned out to be a major undertaking. The folks at Angie's List wrote the terms of the deal and we launched into what has turned out to be a lot of dissatisfied clients. We were to provide a sketch of a basement layout to 151 respondents. Many folks had basements which could not be remodeled due to structural limitations, bearing walls, steel, low ceiling heights etc. Many old homes simply cannot be the recipients of a full scale basement remodel. We provided each client with a $50 consultation and a sketch or plan. Some received only comments as their basements could not be remodeled into functional spaces due to the limitations of the space. For those who are still unhappy, please ask Angie's List for your $50 back as they kept all the money. We received no monetary compensation from this Big Deal and will never allow the folks at Angie's List to sell us this type of idea again. It was a bad decision on my part to be "Coaxed" into a losing proposition only to receive so many complaints. I am sorry that you feel slighted. Please call Angie's List and ask for your money back. They will surely give it to you since they kept every dime and gave us nothing.

Description of Work: Angie's List Big Deal. The deal was for a basement remodeling design. A gentleman came to look at the space, measured, and discussed a concept. The designer was very professional and engaged and he stated that he would have an estimate for me in a few days. I heard nothing for one month. When I called about the delay, the same designer told me that they had staff out which had created a backlog. He assured me that he would have something for me in several days. To this day I have not received a design or an estimate. Poor experience and I need my 50 bucks back.

The worst experience I have ever had with a contractor
Description of Work: I highly recommend that you do NOT use Premier Homepro for any of your needs. Mr. Alan Stevens (president of the company) is a scammer, a liar, and a thief. Do yourself a big favor and avoid hiring him if you do not want to end up with big problems. I hired Mr. Alan Stevens back in March 2009 to work on a deck project for me. Not only did Mr. Steven weasel out of the contract last minute, but he also refused to refund me the money that he agreed was to be 100% refundable. He did not live up to his promises as a contractor and did not honor his obligations as a business. Mr. Stevens went as far as calling me names (see his email below) and invited me to sue him in an act of defiance when I ask him to respect the terms of the contract. He uses another company “Trustego Inc.” as a shell company to plan his deceitful schemes (read his email below). I truly believe that Premier Homepro is not a full time operating company and Mr. Stevens is just an amateur contractor who does this as a part time job. I learned that the hard way, and I that’s why I decided to share this with you. Please feel free to contact me at: mhoucine@hotmail.com if you need more info about my bad experience with Premier Homepro and Mr. Alan Stevens. P.S. This is one of the reply emails that he sent me after I asked him to refund the money as agreed upon in the contract. “Sue me. Here is one for you: None of my agreements state that *expletive* so I assume you changed it. You're just an *expletive* looking for to create a problem. Good luck getting a dime. Trustego inc is a shell company without assets. Alan”

Response from Premier HomePro
Premier HomePro was retained by this client under what is known as a planning agreement. Our planning agreements reflect a partial fee associated with the actual architectural development fees. Few, if any, architects in the Washington DC area would create plans for a deck and certify it with a seal for $400. In addition, nowhere on this agreement does it state that the client will be issued a 100% money back guarantee if not totally satisfied. There are non recoverable development costs associated with outsourcing this work subsidized by Premier HomePro. The client agreed to the planning agreement and also agreed to do any permit work with the Washington DC necessary. In the course of his involvement with the city permit office, he angered city officials so much that they demanded and “architect seal” on the drawings. He was really not supposed to even have set according to the terms of the agreement and when we told him it would cost an additional $400 for the seal, he became irate telling us we were unprofessional and he was going to sue us. When we decided to terminate our relationship, he stated he would return the drawings in his possession but did not. We then decided to give them to him and spent an additional 10 hours of architects time to complete them to the city specifications. He received a full set of deck plans for $400 and is free to find another contractor to work with. We have fulfilled our obligations to hem regardless of his accusations and wish him well. Here is a copy of the planning agreement sent to the member: Planning Agreement Deck Project I hereby express my interest in pursuing a project at the above address. In consideration of that interest and the development fee set forth below, we engage Premier HomePro to define and clarify a project consistent with our design requests and budget expectations. We understand that a designer will prepare preliminary plan (s) and specifications, conceptual sketch (s) and a budget range for this project. Because the development fee does not reflect the full cost associated with the definition of the project, we understand that all copies of the sketches will be retained by Premier HomePro. PROJECT: Create a set of drawings, determine the design specifications, identify the county or city code requirements consistent with building a deck in the rear yard of the aforementioned address. DEVELOPMENT FEE $400 (Any money not spent on drawings will be applied to the purchase price when contracted or returned to the client). Budget Range $3500 plus design

We completed the project for this client in a timely manner after identifying who had failed to follow up. Our job included the installation of a sloped paver and concrete front walk, staining the concrete porch with a faux finish, created a new French drain system leading rain water from the back yard, parged a cracked concrete wall on the side yard and installed a paver patio as well in beautiful "K" pattern. They were very happy indeed! Thank you so much for a chance to impress.

Mr. Alan Stevens came a couple of times to give me an estimate to complete basement work. After he purposed an estimate, I felt it was to high. After some thought I made some changes in my plan which I thought would make the worker a little closer to my budget to finish. I called Mr. Stevens over to discuss some changes, and see if we can come down on price, on that visit Mr. Stevens was very rude and seemed upset at me asking for a lower price. He left saying he will not do this job at my budgeted price. I thought it was over at that. The next day he emailed me a price very close to my budget price saying this is a deal of a lifetime. At that point I had decided not to go with him and go with another contractor. I did not respond to Alan's email. A week later Alan emailed me again asking my decision, at this point I let him know that I was not going with him, within an hour of this email he had called county inspectors to my house to put up roadblocks for my construction. He acted in a very vengeful manner, when he found out I was not giving him my business. I would really like people to think twice before even calling him for an estimate because now I am regretting I did!

FEMA REPORTS THAT DURING A TYPICAL YEAR, HOME ELECTRICAL PROBLEMS ACCOUNT FOR 67,800 FIRES, 485 DEATHS, AND $868 MILLION IN PROPERTY LOSSES. HOME ELECTRICAL WIRING CAUSES TWICE AS MANY FIRES AS ELECTRICAL APPLIANCES. PREMIER HOMEPRO WAS INVITED TO THIS PERSON'S HOME TO REVIEW AN UN-PERMITTED PROJECT THAT WAS STARTED BY AN UNLICENSED CONTRACTOR AND LEFT INCOMPLETE. THE HOMEOWNER BOASTED THAT HE HAD NOT OBTAINED PERMITS FOR ELECTRICAL AND PLUMBING NOR HAD HE OBTAINED A BUILDING PERMIT FOR THE REMODELING. DURING OUR INITIAL SURVEY, WE NOTED THAT THERE WAS WORK DONE IN TWO PHASES, BOTH PHASES BY UNLICENSED, POORLY SKILLED LABORERS. THE FIRST PHASE WAS THE INSTALLATION OF A BATHROOM WITHOUT A PERMIT AND IN THE SECOND PHASE THERE WAS AN ATTEMPT TO FINISH THE BASEMENT, INSTALL A BEDROOM AND A BATHROOM IN THE GARAGE, MOVE THE LAUNDRY TO THE GARAGE, MOVE HEATING AND AIR CONDITIONING OUTSIDE TO THE GARAGE AND DRAIN THE NEW GARAGE BATHROOM TO THE MAIN DRAIN THROUGH THE FLOOR AND WALLS. THE HOMEOWNER WAS ALSO ATTEMPTING TO INSTALL AN ILLEGAL KITCHEN IN THE BASEMENT WITH STOVE/SINK COMBINATION CONNECTED TO THE ELECTRICAL PANEL WITH A 220 VOLT LINE! WHAT SANE PERSON WOULD INSTALL A SINK WITH A STOVE BUILT INTO IT WITH 220 VOLTS RUNNING TO THE SAME UNIT? IN ADDITION, THE HOMEOWNER WANTED HIS SISTER TO MOVE INTO A BASEMENT BEDROOM WITHOUT PROPER EGRESS. IN THE EVENT OF A FIRE, THE SISTER WOULD HAVE BEEN TRAPPED IN THE HOME WITH NO WAY TO ESCAPE. WE SPENT TIME TOGETHER DISCUSSING THE FACT THAT IT IS ILLEGAL TO INSTALL ELECTRICAL, PLUMBING AND HVAC IN THE HOME WITHOUT PROPER PERMITS AND THE IMPORTANCE OF HAVING LICENSED PROFESSIONALS DO THE WORK WITH OFFICIAL INSPECTIONS. ON TWO SEPARATE OCCASIONS, OUR TEAM OF LICENSED PROFESSIONALS INCLUDING A LICENSED ELECTRICIAN, HVAC SPECIALIST AND A MASTER PLUMBER ACCOMPANIED ME TO THE SITE TO MAKE A FORMAL ASSESSMENT. IN ADDITION, ONE OF MY CARPENTERS WHO IS A FIREMAN AND ELECTRICIAN REVIEWED THE ILLEGAL WIRING AND ELECTRICAL PANEL AND LACK OF EGRESS FROM THE TWO NEWLY FRAMED BEDROOMS THE HOMEOWNER WAS PLANNING ON PUTTING IN THE BASEMENT. ALL LICENSED PARTIES AGREED THAT THE WORK VIOLATED CODE AND HAD TO BE INSPECTED BY MONTGOMERY COUNTY BY PROPER OFFICIALS. WHEN THE HOMEOWNER REFUSED TO HIRE QUALIFIED PROFESSIONALS, OUR TEAM MADE A FORMAL DECISION TO INFORM THE COUNTY CODE ENFORCEMENT OFFICIALS, THE COUNTY FIRE MARSHALL'S OFFICE AND THE COUNTY PERMITTING OFFICE AND ASKED THEM TO REVIEW THE CODE VIOLATIONS. THIS CLIENT HAS TWO SMALL CHILDREN AND ELDERLY PARENTS LIVING IN THE HOME AND WAS CREATING A FIRE HAZARD THAT WOULD ENDANGER THEIR LIVES. WE FELT IT WAS OUR CIVIC DUTY TO PROTECT THAT MAN'S FAMILY FROM HIS ACTIVITIES. OUR GOAL WAS TO SAVE THE LIVES OF THE INNOCENT WHO WERE GOING TO LIVE IN THE HOUSE AFTER BAD ELECTRICAL WORK WAS DONE BY UNLICENSED LABORERS. OF COURSE HE REGRETS CALLING US. NOW HE HAS TO PAY FOR THE WORK TO BE DONE WITH PERMITS AND POSSIBLY PAY A FINE. I AM NOT AFRAID TO DO THE RIGHT THING TO PROTECT CHILDREN FROM PARENTS WHO ACT CARELESSLY AND WITHOUT REGARD FOR THEIR WELFARE. HE MAY BE ANGRY BUT NOW THIS CLIENT CAN SLEEP AT NIGHT KNOWING THAT HIS CHILDREN ARE NO LONGER AT RISK FROM THE FIRE HAZARD HE WAS CREATING AND SO CAN I.

Premier HomePro's staff was as responsive and professional as you could ask for. Their craftsmanship is meticulous, worthy of an episode of "This Old House". Our house is over 80 years old, and they found all sorts of unexpected glitches as they went forward. Alan Stevens, the owner, was straightforward in his dealings with us, and we were never "nickel and dimed" over anything. If something came up that was beyond the original scope of work (which it did, when Alan's crew discovered that an old addition to the kitchen had a floor, but no floor joists, and was about to collapse into the garage beneath), he quoted us a fair price for the additional work. In the end, we have a beautiful new kitchen. I was very worried about choosing a contractor for this major renovation, but I feel that I made the right decision in choosing Premier HomePro.
