Mark Besnos (contractor) came over within a couple of days of me contacting Horizon Construction to look at the bathroom and layout some possible options for how I wanted to have the remodeling done. I got a bid just for the demo and labor, which seemed like a fair price from the other companies I talked too. I later decided it was easiest to also have them do the countertops, mirrors, and shower doors. Their price was competitive and best of all everything could be done much quicker than if I had gone through Home Depot or other places to have it done. When he came out he had vanity and countertop samples with him and when I inquired about some other designs he was able to bring them on the next visit. He came out on several occasions before any contracts were signed. He was even willing to come out in the evenings or on Saturday to accomodate my schedule. Once the work started, everything went smoothly and they seemed to always be on schedule with the different contractors and materials arrivals. The workers cleaned up after themselves and laid down paper to keep the mess to a minimum. The only thing I would mention is that sometimes the workers only spoke Spanish and if they ever had a question while I was there, it took a little creativity to get the question or answer across. But living in southern California I understand it and most times they had another person there that spoke good English. Enna Eskin (office manager) would call and/or email to ask questions and keep me updated on everything throughout. The job was completed as scheduled and within budget. Overall, I had a pleasant experience with Horizon Construction and would use them in the future.

The overall impression of this company was good. They wanted to make sure we were really serious about the project and ready to start it within a month or so, before they send someone out for an estimate. Mark, the owner, came out and gave us estimate. He seemed to have a lot of experience and knowledgeable. He seemed to be sincere and honest. He gave us the estimate verbally and was hesitant to put it on a paper until we were ready to sign the contract. We received total of four estimates from various contractors. They were all competitive, but his estimate was on a higher end. We liked the fact that he did not use subcontractors and was able to finish the project within 4 weeks, but we decided to go with another contractor at this time.
Description of Work: The estimate given to us verbally. He did not provide us with written estimate. His estimate was good only for a month. He does not use sub contractor and was able to start the work right away. But we were not able to start it until more than a month later, and pricing will be changed then. So, we decided not to use this contractor.

(it could be nice if you mentioned that here) our prices are not the cheapest - and we never said they are like you said: we don't sub out, our crews are professional, there for we can meet customers time schedule and combine it with very high construction quality & great customer service. We needed to have a small bathroom installed inside of 4 weeks. We contacted Mark at Horizon and Mark put together a plan that was cost affective and a contemporary in styling as well. Working with Horizon was professional from Enna at the office to Mark the project manager and the work crew. They finished inside a month! We would highly recommend Horizon for anyones next home project.
Description of Work: Small closet convert to small bathroom. Demo closet, install plumbing, electrical, dry wall tile. Finally paint then fixtures were installed.

They were always on time. They helped me with the coloring of my walls and made an informative decision. They were very easy to work with and were extremely professional. They even patched up all the scratches and holes in the wood. I am very pleased with how the job turned out and would recommend them to everyone. I also thought the price seemed very reasonable and fair. I'm getting ready to sell my house and they definitely got it into selling shape! They voluntarily cleaned my carpets at no charge and even touched up on the some of the furniture, which i thought was very nice.
Description of Work: They worked on my air conditioner, interior painting, fixed my fascia boards, some lighting work, and lastly some electrical work. A general remodeling job.

Extremely well. Contractor aided in design process and helped decision making considerably. Contractor was always prompt for appointments and clearly oversaw the process. Progress payments were made as agreed to, and there were no cost over-runs. Overall it was a very positive and thankfully, quick experience.

When I first started looking for a concrete and block wall contractor I used Angie's List and found the information there on several contractors. When I did a search on Horizon?s name in Google, it came back with some very negative things about this company. It later turned out that this site is bogus and will allow anyone to report whatever they want about someone anonymously. Apparently somebody really did a number on Horizon and Google picked it up. If you did a search on their company, you would find out all kinds of terrible things which none of it is true. I was extremely apprehensive so I visited five or six of Horizon?s job sites and talked to all their clients. Everyone was pleased with the quality and service that they were getting. After we started our job we received a call from someone else who was looking at hiring the company and they had also Googled and seen the same thing as well. I was able to share with them what I had found out. As we progressed with our project we realized that we needed to add some more height to the existing perimeter block walls, and add stucco, slate and concrete caps. Then we added slate to the interior walls of the courtyard and around the entrance to our front door. Our two sides gates also needed to be replaced with new wrought iron ones. We added lightweight concrete moulding around the windows and garage door. Everything that was added on to the original contract has made this project turn out perfect. We could not be more pleased with the results. The Horizon crew are very punctual, professional, talented, and really nice guys to have on the job site. The original contract completion date would have been met had we not added on so many additional tasks. Horizon is not the cheapest, but they are the best! This company strives to always do things right, and NEVER comprises. We found them to be very honest and trustworthy. We would like to nominate Horizon for a Service Award.
Description of Work: Our original contract with Horizon required removing trees, grass, concrete driveway, sprinklers, and sandblast the house. Built a six-foot high block wall and create a 30’ x 30’ courtyard in our front yard. The wall would have a line of 8” x 8” slate tile installed on the outside wall. Stamped and colored concrete was to be used for the courtyard and the driveway. Re-stucco the house plus use the same stucco on the block walls. Create five planters inside and out. Install wrought iron gate with a security intercom at the entrance to the courtyard.. Create a new area for grass between the wall and the sidewalk and install Marathon grass. Install lights on the wall and low voltage lighting in the planters. Install sprinklers for the planters and the lawn. Floor drains were added to the courtyard, walkway, and all the planters.

The job went very well. It was completed within budget and ahead of schedule. As is the case with every construction project, additional problems were discovered after demolition, but Horizon steped in and immediately solved every issue. Also, as I'm sure a lot of home owners do, we changed our minds on a few items during the course of the project and Horizon met each of our requests without complaint or hesitation. They returned unused material and credited our account. They even reworked some items that we thought were fine but didn't meet with their satisfaction. They weren't happy untill we were happy.
Description of Work: Horizon Construction completely replaced our kitchen, dinning room and pantry areas. These areas were completly demolished and replaced with new tile floors, custom oak cabinets, quartz counter tops, glass tile backsplash, lighting, applaiances, and a new electrical panel and wiring.

The guy that came out was very knowledgeable. Our problem was that his license is not listed under his name. It is listed under the company name and there was some story that he bought it from some relative; we couldn't get the whole thing. He was fine when he came out to discuss what we wanted to do. We decided not to use him.
Description of Work: We asked Horizon Construction & Remodeling for a bid to do a house remodel. Our house was built in 1976 and it included the kitchen, bathrooms, fireplaces and everything. He came out but he didn't give me a bid.

I was looking for contractors to remodel my house and do some side jobs around the house. After asking around (friends), looking in the yellow pages, a friend of mine recommended me to Horizon Construction and Remodeling. Mark stopped by and I mentioned all that I need to do around the house. He was understanding of my concerns and gave me a great estimate for all the jobs. His company and workers were very polite and responsive to my needs and wishes. The workers were efficient and on task throughout the day. There were many jobs to be completed and Mark and his company finished the projects within the allotted time. I would highly recommend Horizon Construction and Remodeling to anyone in need of some remodeling.

The guy who I dealt with only wanted to do the work and didn?t consider my plan. He didn?t like my ideas and we didn?t have a good experience with him. Our appointment was on April 15 Thur at 6:30 pm. Mark our owner came to meet the members. They wanted to hear as many ideas as possible for their Kitchen remodeling project. they had interviewed several companies but still couldn't decide on a layout of the kitchen they really like or on the materials they want to use such as: counter top, back splash, floor & cabinets. Mark showed them many samples of materials, he gave them several design options. We are a professional company. Our bids are detailed and exact. without any decisions the price can be anything or can have a very big range. they decided to think for a little while and call to schedule second appointment when they will be more ready. On April 20 Enna Eskin - office manager made customer service call to his cell phone. asking him for a feedback on the company and the appointment with Mark. according to his feedback: " all was good. many good ideas" Mark is very professional. but we quite not ready yet to decide on anything. we need time, maybe few month". "Try us in the summer time". we understand that this is a competition. not all customers are match! BUT this is not a reason to submit D report on a business! we spoke with the members the same day we received their report. He confirmed that the feedback he gave on April 20 was real & correct! "maybe my wife submitted the report, i don't have anything to do with that!!!". from our conversation with his wife, she mentioned that she received a call from Angie's List asking her to provide a feedback on all companies she familiar with. "I said that nothing wrong happened". " I did not know that it will harm your business or make any difference", but what can i do? I can not call Angie's List and tell them that I did not intend to be mean or harm your business" I'm sorry. I just don't think it can work between us, I like other company better. but again i did not even know that it will reflect on your business in anyway
They did a fabulous job. They did some small additional work for safety measures and did not even charge extra for it. I am 70 years old and they were very caring and professional. The bathroom looks great and I want to hire them for additional remodeling in my home now. I would highly recommend them.
Description of Work: They totally remodeled my bathroom. The job included granite counter tops, custom made cabinets, natural stone in the shower and floor with glass enclosure. They put in recessed lighting. Their attention to detail with the painting and molding was phenomenal.

This is the 2nd time we have used Horizon Construction (formerly Silver Star) and we are extremely happy with them. Mark is the head honcho and he is easy to work with and has always been very respectful of our wants and wishes, Many times he has made suggestions to further improve our plans. Enna is the office manager and she is quick to follow up on any needs or questions that we have. Final touch-up visits were attended to with care and efficiency. PLUS, my husband got to practice his Russian!

Mark the owner was very easy to work with he listened to what I wanted and had some ideas of his own. overall I was very pleased with the job his company and workers did at my home. I would use them again if I need something else done. I would recomend them to anyone wanting a good job done at a fair price.

They were very punctual every day and were able to fit me in on short notice. Originally I just wanted the downstairs redone, but then was offered a price on the upstairs that I just couldn't turn down. Originally the job was to take 2 days however after adding more than double the work it only extended the job 1 additional day. The workers were skilled, hardworking and friendly. Due to the extended work I was unable to double check the completed job which resulted in a follow up visit for touch up and extended clean up due to texture spray on many walls and baseboards, however they did do some extra work without cost or being asked. I had some small dry wall and paint touch up needs on the downstairs that was due to past lighting work that they just fixed for me and I appreciate it. In the end my condo looks great!

Somehow they managed to ignore all my detailed blueprints, written descriptions and scaled drawings of what I wanted done, and what was planned to be a 8 day project took 20 days. During that month, I had no bathtub or shower and had to use my fitness centers showers. Almost everything they did, they had to redo because it wasn't done right the first time. They removed part of walls and firewalls that they shoudn't have and had to put them back. They failed the rough plumbing & electrical inspection 4 times. They had to redo framing that ignored the location of plumbing and didn't seem to care that the wall corners weren't at a 90 degree angle. What's a few degrees anyway? They ignored my repeated requests (with scaled drawings) to have tiling up only 5' and decided to do it to the ceiling. They had to remove their tar paper & chicken wire and put up drywall. They had to reinstall drywall when the shower fixtures wouldn't fit because they weren't install right and the wall had to be reopened. The alcove for the tub was off a few inches and tiling had to be creatively designed to camoflage that mistake. They insisted (threatened more like it) that I take them off the permit for final inspection because they weren't painting and doing floor tile. They insisted that I couldn't pass final without these. They then offered (out of the goodness of their hearts) to do the paint & floor tiling for a 100 sq ft area for a mere $3400! Oh, and the concrete they jackhammered out to put in new plumbing? It wasn't part of the contract and would be another $600. I went down to city hall to find out what they said was not true. They insisted they couldn't know each city's codes, but they supposedly are located in this city. And they couldn't verify before scaring the sh-t out of me? I refused to take them off the permit, and refused to pay for the concrete work. They were kind enough to agree to do the above without taking them off the permit. Afterall, they care about their customers, right? After that, I didn't trust a thing they said or did, though, they loved telling me 'don't worry'. Mark, the overal manager, told me he'd be at the house 'everyday'. The GM was supposed to be Simon. In the month that they worked on the tubs, I saw Simon 4 times for about 1/2 hour each time. Mark even less. Enna, the office manager, seemed to show 'concern' for the work but seemed to only show up when a payment was due. The contractors were supposed to do their work on their own, but got most direction from me. I was more the GM than the GM was. Most of the subs couldn't read English (couldn't read what the inspector wrote), and some couldn't even speak English. I would have preferred to just let them go, but as they did keep showing up, I had to work with them. I let them know, however, that their work was substandard and I would not be giving them a good referral. I think their biggest problems are not listening to their customers; doing things on automatic pilot and not thinking ahead to the consequences; hiring contractors that are not skilled enough to put the pieces of the puzzle together themselves, and not admitting when they've done something wrong but try instead to cover it up' with a 'don't worry'. The last thing just made me worry about what they were covering up that I didn't see.
Description of Work: Remove 2 non-bearing walls and tub. Replace with one non-bearing wall, 2 tubs with needed plumbing & tiling.

During the prposal stage, the contractor pointed out items that should be included (things we hadn't thought of) and the possibility of items that might appear during the remodel. He was correct most of the time, so there were very few surprises (i.e., extra costs) The construction crews were polite, very clean, took extra steps to protect the areas near the construction zones. Demolition was completed in 1/2 day, all materials were removed by the contractor the same day. We only have 2 baths, so the contractor made sure we had at least one working bath during the entire remodel. The entire project took 8 weeks (3 for small bath, 5 for large). The crews showed up when they were suppose to, they usually finished that day's job and cleaned up before 5:00 P.M. The tile work in the large bath had some unusual cuts, the tilers were perfectionists, everything fits, and looks great. The cabinets were special order, and took an extra week to arrive. The cabinet assembler arrived the same day as the cabinets, and he installed them in 1 day. Every job was handled in a professional manner, and completed on-time. The house remained clean and fairly dust-free for as much construction that was done. I would gladly have them back in my house.
Description of Work: Gutted and remodeled 2 baths. Replaced all fixtures, cabinets, lighting, tiled both shower areas. The finished product was better than I imagined. Contractor worked with us on issues that came up during the remodel. We had to replace the main electrical panel for the house (house is almost 50 yrs old). The electricians were knowledgable and completed the job in one 8 hr day. Had electricity back on by 5:00 P.M. We also had a custom built granite counter in the main bath, the counter was a perfect fit.

The job was started a mere two days after we got an estimate and signed a contract. On the first day, they removed the existing plywood ramp, moved the household furniture out of their way, removed the popcorn ceiling in the entire house, and started patching. After working a full day, they cleaned up, and came back the next day at 8:30 a.m. to complete patching and repairing the ceiling. Then they carefully applied a flat finish ceiling, which is more exacting work than blowing on an "orange peel" finish. They painted the ceiling and applied touch up paint left over from when I painted the house nine years ago. Then they cleaned up and left. On the next work day, the crew arrived early again to put in the cement wheelchair ramp. Mark checked their work and insisted that the crew completely repaint one bedroom. Looks to me like they exactly matched the color and bought a gallon of the same paint I used. They did a beautiful job! We were amazed. My husband and I are impressed with this company--both Mark and Enna as well as their very competent crew. We slept in our own home while the work was being done, and the crew replaced the furniture where it belonged and were clean (non-smokers) and courteous. This is the way construction companies ought to operate. We'll recommend them and I'm sure use them again. Thanks for the recommendation.

We HIGHLY recommend Silver Star Construction. Mark Beznos, the owner/general contractor is intelligent and straightforward and was professional from start to finish. He knew the "right way" to do the job (according to my very particular engineer husband!) from the start. His subs were also very professional, came on time, and cleaned up in a timely and thorough manner. The job was finished in record time and with excellent workmanship. Don't even think twice! We would--and will--enthusiastically use Silver Star in the future for whatever home improvement needs we have (and we are REALLY hard to please!). They did an absolutely incredible job. Their employees were personable, friendly, professional and fun to work with. The follow up to finish the job perfectly has also been wonderful. The roofing was also excellent. They are a full service construction company and we are going to have the interior of our house painted by them as well. We have also recommended them to our neighbor who is looking for some work on her house.
