I am submitting this on behalf of my 79 year old Aunt who contracted Marco Concrete Lifting to do wall and foundation repairs around more than 50% of her house at the cost of $35,900.00. I have been involved in this botched up repair on her behalf since Jan. of 2012 which was about 6-7 months before they finally compleated the job and were off site. This was also when I first started to complain to Marco that there was still water leaking into the basement. By the time I got involved my Aunt had for some reason already paid Marco Concrete Lifting the $35,900.00 in full within 30 days of signing the contract, which I find very odd rather than at the completion of the job. So of course why should they do anything by the contract when for one she is elderly and is counting on them to do the right thing and two they have already been paid in full so time to cut corners and not verify their work. Everytime I have called John Finchum the Estimator for this work who I am sure got paid for this, he had one excuse after another. When I asked questions of why they didn't do certain things John replied that they did what was stated on the contract and asked if I had seen the contract. When I said I had not yet seen it and asked him to show me a copy of it, he refused. So this made me very suspicious as to what else John was trying to avoid. John told me in order to come back and fix the leak it would require Marco to remove the Front Porch and could cost between $15,000 and $20,000 to do. When I asked John to give me a proposal to do this, John informed me that Marco had lost money on these types of jobs before so the owner, Ross Kirk wasn't interested in doing any more of this kind of work and John refused to quote on the Front Porch work. At that point I asked John if this was the case even before taking on this work then why didn't they not quote on it and leave it to other companies to do? Since it was John's job as the Marco Estimator to estimate this correctly for his company and since he said he has been in this business for over 20 years this didn't make me feel very good at all. John also told me that the owner of Marco Ross Kirk, was focusing now on projects he was part of in Boca Ratan Florida. Now why did John think this was information I would want to hear when my Aunts problem was in St Albans WV the same town that Marco is located in? Marco is not even a member of the St Albans Chamber of Commerce in their own community. Later that day I did find my Aunts copy of the contract which was exactly what Marco had submitted to the City of St Albans for the permit and I found that the removing and replacing of the Front Porch work that John had mentioned needed to be done to fix the basement leak had been included in the contract and not only was the work never done by Marco, but no money was ever refunded to my Aunt either. So Marco took the money still without doing as contracted to do. Where I am from this is called stealing and when you do it to a 79 year old lady it is even worse. I also found on the back of the contract where Marco gave a 3 year warranty which they have yet to support. I guess this supports now that the focus as John said is on Boca Ratan Florida. After further costs, investigations and contacting a Structural Engineer and others who have knowledge in this area it was discovered that a critical foundation drain pipe was badly plugged. Not only was it plugged right where the water was coming into the basement, but it was also located well into the area where Marco had been working and refused to investigate themselfs. Had they just checked their work when they were finished, then they would have caught this damage. With all John Finchum's 20 years of experience he should know by now to check his work. John stated that they don't have these types of issues, but this may seem true because who have the money after you just spent thousands of dollars to dig up the work you just paid some one else to do. So after reading the contract it looked more like to me that Marco doesn't have issues like this because they have just never been caught. John was willing to charge my Aunt an additional $ 4,800.00 to install an interior drain to maybe fix what Marco should have fixed on the outside from the beginning. This would have made the total paid to Marco alone over $ 40,000.00 and not to mention all the thousands of dollars my Aunt has spent to uncover what the reall issues are. I was able to get Bobby King from United Structural Systems to come in right away and quote on how much to do the porch work that Marco was already paid to do but didn't and John refused to quote on. John was right about one thing, the United proposal is over $17,000.00. Bobby also quoted on repairing the plugged foundation drain that Marco didn't warranty as they said they would and that quote is an additional $5,000.00. So it looks like John Finchum and Marco Concrete Lifting like to double dip and made about $15,000.00 off an old lady and didn't really have to do to much to get it.
Description of Work: Beware, of Marco Concrete Lifting located in St. Albans, WV. They charged my Aunt $ 35,900 for work that they didn't do all of and they didn't re-write the contract or refund her any money because of it. So now it will cost her close to $18.000 to do what they didn't do, but had agreed to do in their contract. Since they were paid in full even way before the work was compleated, why should they care. Even after about 6 months of of complaining that there were still leaks while Marco's people were still on site and before the job was completed and even 5 months after that, Marco refused to warranty their work. After almost a year of waiting for Marco to back their work, my Aunt finally and after spending thousands of dollars more to uncover what was going and bringing in a Structural Engineer, had to pay someone else to hand dig up what Marco said they had fixed. They had to hand dig it in order to not damage what work Marco did and to show John Finchum the Estimator who got paid for this job, what wasn't done correctly which he still refused to warranty. So rather than uncover what was wrong and fix it months before they were so called finished and while still on site, John Finchum just gave excuses. Had they checked their work to see if it was done correctly before they left the site, they would have found the issue at that time.
