There were multiple delays and excuses from the onset. My home remodeling project was being financed with a 0% home equity loan through HUD. Dealing with HUD for an equity loan requires a large amount of paperwork from the homeowner and contractor. I completed my paperwork by deadline; the contractor continually failed to submit all the paperwork/forms/documentation required (insurance, contractor's license, etc.). The CAP Services (HUD) staff repeatedly contacted him and when I called the contractor, he would comply with a few forms, but it was like pulling teeth. Needless to say, because of delays caused by the contractor, I lost the opportunity for the 0% mortgage, and ended up agreeing to the 4% mortgage. All parties sat down and signed paperwork for the home renovations on April 3, 2012 with project to be completed by July 3, 2012. The contractor estimated the work would take 30 days and he would start roughly May 10, 2012. The first 'start' date came and went, no communication from the contractor whatsoever. After I called him and left 3 voice mails, the contractor finally took my call and indicated the project he was currently working on is running a little behind, so my project would be delayed by a couple of weeks. I was pleasant and understood that weather and other factors can delay the completion of any project. Well, the first week of June, 2012, still no response from Wiskerchen Construction. This time, the excuse was due to waiting on the building permit and the project would now start roughly the week of June 10, 2012. If you can guess where this is going--that date came and went and again, after two text messages, one email (with no reply) and voicemails (that the contractor doesn't answer), he finally answers my call and this time indicates the project will 'definitely 100%" start on June 18, 2012. Again, this date goes by and no shingles, no dumpster, nothing. After exhausting every ounce of politeness in my body (and watching shingles falling off my roof), I sent Wiskerchen Construction an email on June 25, 2012, discussing my dismay with his unprofessionalism and lack of good business skills and communication. Here is the verbatim quote from the email reply I received: I am sorry I can?t give you a firm date. The project I am working on I can?t just up and leave due to they have given me work for three years, approximately 20 new homes and work for the future. If I leave for a month they will find someone else. It will be done as soon as possible. When CAP/HUD Services pushed Wiskerchen Construction on producing the contractor's license, he allegedly gave excuses and as of June 26, 2012, the contractor had not produced necessary paperwork. CAP/HUD Services Housing Coordinator did phone Wiskerchen Construction on June 27, 2012 and according to the CAP personnel, Wiskerchen Construction owner, Jim, was unpleasant with him and basically told CAP Services to find someone else to do the job.So, I have $46,000 in money sitting idle in an office, a roof that leaks and shingles that fall off (when it rains or the wind blows). CAP Services said that I can go out and get another bid, with the project due to start August 1, 2012. ADDENDUM: Other contractors in my area allege that Wiskerchen Construction does not have a valid Wisconsin Contractors License and no Workman's compensation for his employees (which, according to my sources, he picks up from the Wood County Jail house each morning). His company has been sued in small claims court previously. I tried to be the 'good gal' and hire local--see where it got me. Now the contractor drives by my house every day (sometimes towing his speed boat) and I'm sitting here waiting for work to begin on my home. HOMEOWNER BEWARE--DO NOT HIRE THIS CONTRACTOR!!!

Remove/replace 36 windows with vinyl double hung 6. Install railing on basement stairs 7. Remove/replace front door and storm door Three bids were received on this project in January 2012, and Wiskerchen Construction of Rudolph was awarded the project, coming in with a bid of $45,441.00
