After contacting PEA Builders who had been recommended by a neighbor, a representative, Matthew Leonard listed as VP/Sales & Marketing, came to our home to estimate our kitchen counter project. After promising to get back to us with a quote within a week, we had no response. We called and reminded them of the deadline they had given themselves and were told we would have the quote by the following Monday. We never heard from them. Once again we called, leaving a message saying that our assumption is they did not want the job and what would they like us to do with all the tile samples they left behind. We still have not heard from them. The lack of responsiveness in this process has been staggering. if the job is too small, say so.
Description of Work: The project was a kitchen counter removal and replacement. We asked PEA Builders to estimate the cost.

PEA Builders came to the design meeting with a price of $8,000 (before a $4,000 rebate) for putting in the sewer and water to the home despite our experience with our in-laws home 10 years earlier (an almost identical distance) that cost over $20,000 which we clearly shared with PEA Builders. Our final cost was $27,000 and because of PEA?s delay and gross miscalculation, was not included in the price of the home construction loan and we had to pay the cost out of pocket. They were not aware that the bank had backed out the $4,000 advance we had paid them, and required us to also pay this out of pocket before finishing the home. This was at a time when we were already tapped for resources. Numerous errors in communication between the builder and subcontractors caused Change Orders that we had to pay. The combined result was we had to cut back on the furnishing of the new home and lost our savings. The builder changed subcontractors for our cabinets after we?d already had them designed by the first company. There were miscommunications with the second company and the price increased significantly. Due to the freezing weather, the painting of the home and garage as well as finish work on the columns of the home weren?t completed at occupancy. It?s the last few days of March and we have no schedule for when this is being completed.
Description of Work: From the very first meeting with Steve Homa and Matthew Leonard it was clear that what they were SELLING was a custom home - but what they intended to build for us was a SPEC home. Over and over during the 14 month process they emphasized this with mis-steps, miscommunication, and such a level of stress and arrogance on their part that the owner was near a nervous breakdown several times. We don’t mean that as hearsay or just our opinion, he told us! Numerous times when we requested specific items in the home Steve would respond “Why would you want that?”. Because of this attitude on his part, many things were completed as HE wanted them, not us despite this being a custom home. One of PEA Builders’s focus is on energy efficient building. Despite the last minute downgrading of the gas furnace that was selected by the builder for the home, energy savings promised have not been realized.

It is unfortunate that even with our best efforts, intentions, and over $13,000 in financial concessions, we were unable to satisfy the "The Member". During the 6 month build time, all four of us from our company had ever increasing communications with the "The Member". We had a great number of emails communicating with them, well over 200, which is more than most of our past clients. It seemed the more we did to try to please them, the more they were displeased, which did cause us stress. We are very proud of the home we built for the "The Member", in both design and performance. We had numerous prospective clients tour the home during construction who really liked it. The "The Member's" friends were pleased as well. Unfortunately, we will no longer be able to show the home. The home is very quiet inside, which the "The Member" told us they appreciated because they live next to a busy street and nursery business. If the "The Member" would provide us their utility account number, we could monitor their energy consumption and offer suggestions to make sure their real-life usage meets up with their rated usage. This is a service we provide all of our customers, but now they spurn contact with us. We also tested the home with an independent energy consultant, and we’re pleased that their home tested over 50% better than if it were built to the Energy Star standards, based on the blower door test of only 750cfm. We never offered the "The Member" a $4,000 rebate on the sewer. From the beginning, we offered to only charge them markup as if it were a standard sewer connection of $3,000. So the markup they were charged was only $300, no matter what the final quote was. I know this was a difficult issue for the "The Member"s, and we spent an extra 8 weeks working with 8 different companies outside of our preferred subcontractor to find the best price possible. This delay in finding a better bid did result in the garage being constructed after the weather was too cold to paint. The bank did cause great confusion for the "The Member" and us in how they handled the $4,000 retainer fee, which is part of the down payment that we collect at the agreement signing. As per the agreement, we credited it back to the "The Member"s, not knowing the bank had also issued the credit. We didn’t know the bank had credited the money to the "The Member" until they deducted it from our third draw, at which time we requested it from the "The Member". The "The Member" never had to pay any extra for this as it was part of the agreed upon price. We have a policy of issuing “no charge” change orders for any item we initiate and approve to improve the structure, performance of the home, or to correct a subcontractor mistake. "The Member" only paid for change orders that they requested and approved. This was among our best homes in terms of low total change order cost. There was less than 1% of the total project cost in change orders. We did recommend "The Member" use a different cabinet supplier because of quality issues we had with that supplier on another project. Unfortunately, there was additional cost for the better quality cabinets. We did help reduce the cabinet cost increase by site-building the unit in the entry area versus purchasing one from the cabinet supplier. Due to weather, scheduling and other factors out of our control, we had a few punch list items to clear up. Those are now complete with the exception of 2 items that are on order. Once they arrive, they will be completed. We worked for weeks with the "The Member" to release the remaining $2,600 in escrow to them, so they can finish the painting and scratch coat on the columns as they choose. We are confused to see that these resolved items are still viewed as unresolved. We are so disappointed that after building a high performing quality custom home of which we are proud (and we think they will be, ultimately), that we could not make "The Member" happy no matter what we did.
