Description of Work: We paid Dennis/Earl's Electric for some minor code repairs in our garage (change one outlet), repair an outdoor garage light, install a different 150amp box in the basement with more "switches" (we already had 150amp service), move an electrical outlet/service in our basement about 10-15 ft,and remove some existing conduit. We agreed upon a price of $3500, which we paid him in full, cash (check). We thought this estimate was high, but he is an acquaintance, therefore we thought he would not inflate the price. The quality of the work he did was excellent, however not exactly timely. It took him quite while to complete these tasks. Permits were opened in July, and in October, there was still a cardboard box marked "hot" covering our electrical box (it has not been completed). We opted NOT to use his services to complete our basement remodel, due to the questionable cost, and the time involved for him to get it done. Ultimately, we had our basement completely rewired, outlets added, canned lighting installed, new bathroom service, etc. from another company and it took only ONE DAY to complete. It was also only $1200. When Dennis learned he was not given the opportunity to bid/work on the remainder of the basement, he became upset, had "words" with us regarding this, then opted to send us an additional bill for $2,768.63--stating he was charging us by the hour the entire time. We had no contract, no discussion, no agreement verbal or otherwise for this additional amount, hourly rate, etc--and he sent us this one and only written bill four months after the work was completed! As proof that we owed him more money, he attached a note from us, stating we asked him to work in our home on a particular project. The note clearly states, "this may take you most of the day" (meaning ONE day)--then he stated he was in our home for THREE days doing the work and we should pay him hourly. For example, one of the things on the list was closing the electrical box (removing cardboard as it had been that way for months, and we did not feel it was safe as we had a baby on the way)--Conveniently, during those three days he states he was working in our home, unauthorized, we were in the hospital for the birth of our son--so we were not availalable to confirm/deny/or question why he was still there "working". He has threatened to not close the electrical permits on our home (which is not legal, and the permits have been closed after I contacted the village), collections, and a lien on our home (which he also does not qualify for unless he falsifies documents) if we don't pay him the additional amount. We are not sure if he is ill informed of the laws regarding his profession, or he is just being dishonest and using intimidation to attempt to get more money. He has left us unprofessional messages on our home phone. We've responded in writing, multiple times, yet he continues to send us bills, tacking on an additional 1.5% for not paying.
