The Plumbing Contractor had one worker that was new to his staff. Floor installation was less than satisfactory.

Chris and his tech arrived earlier than expected. They sent a camera down the line and found tree roots about 50 feet into the line. At that point they informed me that this was potentially a serious problem. They would have to dig up the entire line in order to find out if any roots penetrated the line by breaking the pipe and potentially replace the entire sewer pipe. I asked for an estimate and was told a high estimate was $8000 due to concerns about a city water main that was undetectable. I voiced our concerns that we had company coming in 3 days and Chris told me that the work might take a week. We agreed to a deposit to begin work.
After Chris and his tech left I began to have concerns. Why weren't they able to detect with the camera whether the pipe had breaks with roots sooner? Why was the price so high? I consulted the BBB website and no complaints. I went online to Angie's List and saw the B grade. I looked up a competitor on Angie's List with an A rating and in my area and called. They suggested that the first course of action that they would take would be to jet the line out and the cost estimate was less than a tenth of Chris' high estimate. I consulted family and neighbors about the issue and came to the conclusion that I wasn't entirely trustful of Chris.
That afternoon I spoke to Chris and told him that I was speaking to a competitor. I asked why the line could not be snaked. He said that he could do that and would come the next morning with camera and snake. I asked him also to bring a detailed written estimate to cover the larger project if we went forward. He agreed.
Once again Chris and his tech were here early. They showed us again where the roots were. They snaked, and we left them to it while discussing it. Frankly, we hoped Chris would just do the right thing, clear the line, and charge us for the work done. They told us that the line could be snaked and that it was failing. They also claimed that the line had further breaks and insisted on the first plan. We asked about jetting the line and they claimed that the PVC couldn't take that type of pressure. We asked - 3 times - for the estimate that he didn't bring. Chris offered to go to his truck and write one up for us.
While he was writing the estimate we discussed how we felt about what we had just seen, what we had learned from the competitor and neighbors. We decided that we didn't trust Chris and wanted to cut our losses. I went outside and told Chris we had decided to pursue other options. I let him know that since he had told us earlier that they had already done about $1500 worth of work I would agree to pay that. I asked him to finish his invoice for that work. We had put down a deposit for $2000 and I expected about $500 back. The invoice came to $1516. Chris was very polite, as usual, and left after giving me a copy of the invoice.
Since then we have sought to obtain our refund of $484 to no avail. We contacted Chris and at first he said that he didn't have the card number. Then we called him with the card number, but he said he was busy with a "wood working project" and asked to call us back. He did not and he stopped answering our calls. We have filed a complaint with Visa.
In the meantime I began checking to see if Chris had pulled any permits he mentioned to work on our property for the sewer line. I thought maybe he'll come back saying that the permits cost some money. I checked with the local water district and the local sewer district. Not only were no permits issued for our property, but in order to work on sewer lines in our county a Plumber must be a registered sewer line worker with the county agency. Chris' Plumbing is not registered with the county to perform such work.
As of 8/11/15 we await our refund.
