The whole process was a nightmare. Improving my home's energy efficiency was part of a project underwritten by a grant (I'm not sure where the funding originated) that Liberty Utilities oversaw. The estimate was about $9,000. Liberty Utilities gave me a $4,000 interest free loan to pay Delafontaine, and then Liberty Utilities used the grant to pay Quality Insulation an additional $5,000. The work started in August 2013. I don't even know where to begin! To blow in insulation, a hole is drilled into the inside wallboard, insulation is blown in, a styrofoam plug is inserted and then spackle applied. The expectation is that the homeowner will finish off the spackeling. The first crew that came didn't cover the plugs with webbing/screening and most of the plugs popped out as the spackeling dried. Also, they had cut a rectangular hole in the bathroom wall and then shoved the sheetrock crazily back in place, and slapped a coating of spackle over it. Another crew was sent in to repair the work of the first crew and didn't do much better. Plugs are still popping out of the walls. I now have to hire someone to come in and completely re-do the walls. Some doors were sealed, some not. Some bathroom fans were replaced, some not. Delafontaine sent me an email saying all the work was done and he wanted to come by to have me sign off on the contract. I said the work wasn't done--no where near! It turned out that much of my house couldn't be insulated using the blown-in type of insulation. Delafontaine came by and we went over a list of other ways that the energy efficiency of the house could be improved--replacing the kitchen door, insulating the entry to the basement, insulating around windows, etc. He sent a crew to do this and they said that none of it could be done?they had a million excuses and they left without doing anything. This went on over a course of months and months. Delafontaine didn't answer emails, he made promises he didn't follow through on. Some insulation was blown in from the outside--what a disaster! I haven't even tried to figure out how to repair the siding on my house. I never did get a clear answer on whether or not blowing insulation in from the outside is a standard practice or not. One crew said, "Never!" In January, Liberty Utilities finally sent someone to do the blower door test--and then I never got the report. I finally found out that the blower door tested out at 70% and that, because my house is so old, Delafontaine never should have promised anything better. I have negotiated paying a lower amount to Quality Insulation, but, really? I don't think they deserve to be paid at all. Never, never, never hire Quality Insulation! Never trust Liberty Utilities! My house looks like swiss cheese.
Description of Work: Quality Insulation (owner Scott Delafontaine) was contracted to increase the energy efficiency of my house by doing the following: blowing insulation into walls and ceilings, sealing doors, and replacing bathroom ceiling fans. He promised to make the house air tight--and this would be tested by a blower-door test. Delafontaine said that if the blower door test wasn't 100%, he would keep working until it was 100%.
