On Tuesday afternoon, November 4, 2008, my wife and I returned home in the afternoon to find the paving equipment had been taken away and work on the driveway had stopped. Some preparatory work had been done, but no asphalt had been placed. We called B&B's owner (Bryan) on Wednesday (11/5) and he stated that he was sick and that is why he had not contacted us, or finished the work. At that time Bryan also stated that Virginia DOT personnel had stopped at the job site and informed him that we needed a permit to pave the area in front of the house, and that this also prevented him from working. He also stated that he would contact VDOT to resolve the problem, and finish the job. We called Bryan Thursday (11/6) and asked if we should contact VDOT. Bryan stated that he would contact VDOT. He never furnished us with VDOT contact information in this, or subsequent, phone conversations. In one phone conversation, Bryan stated that VDOT could fine us, as well as his paving company, for paving the area in front of the house. During the next two weeks, no work was performed. We contacted VDOT on Monday (11/17/08). The person we spoke with stated that it should not be a problem to pave the area in front of our house. However, he said that he would stop by later that week to make sure of this. He never asked that we obtain a permit, nor did he state that we needed one. VDOT personnel called, made an appointment and met with us at the house that week. In that meeting, VDOT personnel assured us that there was no problem paving the area in front of the house, nor did we need a permit. We spoke with a B&B representative on November 18, 2008, and informed her that their services were no longer needed. She was under the impression that the job had been completed, and we informed her that it was not. We also told her that we would have been willing to work with B&B if they had contacted us before walking off the job on Tuesday, November 4, 2008. However, B&B never initiated any communication with us. There was never a good reason for B&B to not have at least repaired our driveway, as B&B had considered the whole job as two separate parts; the driveway repairs as one part and the area in front of the house as another. B&B Asphalt Paving walked off our job without contacting us. We were unable to use our driveway or garage for over two weeks, and we consider B&B s behavior inexcusable and unprofessional. B&B sent us a bill for $1000, which we politely declined to pay. We don't know why B&B never even offered to finish the job and they never contacted us after about 11/8/08.
