I signed a contract to place a new modular home placed on my land in place of my mobile home on 1-19-13 and provided a down-payment on 2-12-2013. At contract signing, I was given a verbal timeline of completion by a Representative of VA Carolina Homes of 3 to 6 weeks, once permits were approved. I was told by this same Representative of VA Carolina Homes that the permits were approved on 3-4-13 (when in actuality, they were applied for on this date to the County permitting office) and therefore needed to vacate my mobile home so they could remove it from foundation and begin construction. As no formal written timelines were established at the time of contract signing (ex: dates to vacate, start construction etc.) I had not prepared to vacate and temporarily move my residence until 3-16-13. The land and mobile home were turned over to VA Carolina Homes on 3-18-13 under the assumption that construction would start. Permits were not approved by the County permitting office until 3-28-2013, 10 days after I vacated, already creating a delay. Understandably, weather delayed some construction of the foundation, but it was formally completed/inspected on 4-19-13. It is 5-17-13, 8 weeks after I was told the permits were ?approved? and 4 weeks after the foundation had been approved by the County permitting office and my new modular home is not ready to be placed on my land. I have been told by two different Representatives of VA Carolina Homes that in order for the home to be placed on the foundation, it needed to be moved near the construction site and that a crane needed to be scheduled. As of 5-10-13 neither of those activities had occurred, despite being told by the Representatives of VA Carolina Homes that planning was in place to have it on site on Monday, 5-13-13 ? the crane would be available whenever they would need it. I was even asked during the week of 04-29-2013 to ask my neighbor if they could store the halves of the house in his field (which I did within 24 hours upon receipt of the request). On 5-13-13 I received a call from a Representative of VA Carolina Homes and was notified that the crane was just scheduled on 5-13-13 for use on 5-16-13. I was told by the Representatives of VA Carolina Homes that final inspection for the house was scheduled for Monday June 3 2013, and found out it was never scheduled until Tuesday June 4 2013. Final inspection was completed on June 6 2013, and house passed inspection. Walk through was completed on June 7 2013 and I found many issues with sheetrock, carpet, doors, door frames, and exterior of house was very very dirty. As of July 2 2013 the repairs still have not been addressed with the factory or VA Carolina homes. On July 1 2013 I found the crawlspace to be very wet due to condensation issues with the HVAC duct work, and the crossover line that was installed by VA Carolina homes on the supply duct work is not installed properly and is kinked on each end and not providing proper air flow to the front half of the house. The finish caulking on marriage wall door frames provided by VA Carolina Homes is terrible. The sheet rock finish work provided by VA Carolina Homes has been done 3 times and is still not done properly, there is multiple places where the sheet rock plaster is over an 1/8 of an inch thick and created a huge hump in the wall. The marriage wall sheet rock finish has undefined corners, humps in the center of the marriage walls, and baseboard is not cut to the correct length and is not caulked in properly. The exterior of the house is very dirty, muddy hand prints all over the exterior, mold on both exterior doors; the weather stripping on both exterior doors is tore off of the bottom of the door. The front door does not seal and you can see daylight at the top of the door when it is closed. I am not satisfied with the customer service of VA Carolina Homes for many reasons: 1) Lack of adequate planning with contractor and subcontractors for timely completion of each step/process leading to overall job completion. 2) Lack of availability and timely response of VA Carolina Homes Representatives to return phone calls/messages and provide updates on job progress. 3) Lack of accurate and/or consistent information (?stories?) from each/all representatives ? never the same story from each person questioned/contacted. 4) Lack of planning for inspections and being told inspections are scheduled and they are not. 5) Lack of customer service after the house is set, and warranty items. 6) I have to take time away from work to have VA Carolina Homes come into the house to make attempts to repair their issues and still have got them corrected. 7) All I get from the representatives of VA Carolina homes is excuses and apologizes. Despite finding limited information on this Modular Home supplier ? with the exception of the A+ rating provided by the BBB, if I had to do it again I would NEVER have entered the contract with them. Due to these extensive delays, I have had to accrue (in addition to maintaining the existing mortgage on the property) extra rental and utility that have created an immense hardship, despite having savings which would have covered me through the initial projected timing. I have asked VA Carolina homes to send a representative to my house to show them the poor workmanship and I get told is how they cannot come out to my property due to they are too busy. I do not believe they care about their existing customers, and focus on getting new customers.
Description of Work: Remove single wide trailer, and install foundation and new modular home on land owned by me.
