He showed up anyway. My handyman told him that I had left a message canceling. He tried to get him to open the door to my house anyway. Then he announced that he was going to write out a bill and wanted my handyman to sign it. He claimed that I had not called to cancel (which I can prove because I used my cell phone). 15 minutes later, he left a nasty message on my voice mail (also preserved) and threatened to put a lien on my house for supposedly not canceling a free estimate. I phoned the Virginia Board for Contractor's to discuss this ridiculous situation, and was told that his contractor's license has been REVOKED. He has retained a tradesman license that allows him only to do jobs less than $250 (which means most of what he claims to be able to do on Angie's list, is illegal for him to do). I confirmed this on their website as well. I even found the original documents online where the board revoked his contractor's license for skipping with someone's money. Henrico General District Court issued a judgment against this provider for $1307 that he owed a homeowner and then failed to pay. The Virginia Board for Contractors revoked his contractor's license for this reason. Additionally, he cannot legally do any work over $250, though he clearly has these things listed on Angie's list and other forums, because of his previous monetary theft (supported by the board's document which can be seen at the link provided). IF YOU ARE STILL CONSIDERING, EVEN FOR A SECOND, CALLING THIS PERSON, GO TO THE PROVIDED LINK AND READ WHAT THE VIRGINIA BOARD FOR CONTRACTORS HAS TO SAY ABOUT THIS PERSON.

Rushed through work. Was sloppy in areas. Never completed work. Never reimbursed for incomplete work. I will be filing a complaint.

Mr. Bittner is extremely knowledgeable in his field of work. He was prompt, courteous and completed all of the work that we contracted him to perform. He even worked with the local building inspectors to make sure that we passed our inspections.
