The contractor was incapbable of getting an Arlington County Permit on his own and had to be walked through by myself. Do not believe this was a language barrier problem in retrospect. He rebuilt the originally level wall at an angle even though he requested a picture of the original wall and took the original wall down. Made three incompetant attempts to rebuild the 13 steps. Every time at a danagerous slope that would never pass inspection. The first attempt he replaced the stairs with just 10 steps! He was finally fired for his repeately incompetant and unsafe work and another firm hired. This five month episode was the laughingstock of the neighborhood. No one could believe why the steps had to be build and torn down FIVE times in a row, three with Brookstone Landscaping. Bottom line, the county inspection department warned: NEVER hire a contractor unless they can get the permit. ONLY then can the county ensure they are licensed competent professionals and can hold them responsible for failing to build to code. I have no doubt he will do exceptional work. I am very pleased with him so far and his price was phenomenal.
