I hired Jacqueline Martinez to install custom shutters. She took my money and never provided what we paid for. I took her to small claims court and she never showed and never paid. She put us in a financial hardship as I had to hire and pay another company to install regular blinds.

She did have good ideas and was responsive to my requirements. She provided three visits to develop design ideas and an estimate for the work. I gave her a cabinet door as a sample for a staining task as part of a total home renovation. When her estimate came in too high and I could not afford her solution along with other family priorities, I did not hire her for the work. She then got very angry and refused to return my cabinet door. Even though I paid her for her time ($150/per hour) within 10 days of the invoice, she threatened me with a lawsuit after only 7 days from sending it. Now I have a vanity with a door missing and she is non-responsive. The only way to get the door back is to take her to small claims court.
Description of Work: Jacqueline Martinez provided interior designer services during three visits to my house. I needed a complete renovation of my rental property including paint, flooring, and lighting, bathroom and kitchen fixtures. She was prompt and very communicative before during and after each visit. She provided examples of fixtures and brought samples of flooring as we developed the project plan. Her fist estimate was not detailed at all. She gave me three prices for three phases of the work. When I asked for further detail, she returned with a very detailed estimate. She had good ideas and provided approximately 14 hours of designer expertise. It all went south when the final estimate was too high. When I declined further service, she got very angry and refused to return a cabinet door I let her borrow for a staining task.

Response from DESIGNS BY JACQUELINE
Member called our office to request a free design consultation. The initial appointment (free of charge) was scheduled on 10/21/12. Jacqueline showed up on time and prepared with design presentation. The Member provided a guided tour of home which was outdated and badly in need of repairs and updating. The Member indicated that her budget was $20, 0000 for the enitre renovation which included new flooring (carpet & tile) painting (interior & exterior) new doors (interiors & exterior) new light fxtures/ceiling fans for every room (15 rooms). She also requested all new toilets and sinks to be replaced in 3 bathrooms. Bid proposal also included new kitchen cabinetry,gas stove & french door refrigerator, new 2" faux wood blinds for all 23 windows, removal of old, filthy carpet, replace with new carpet & padding. Removal of old ceramic tile (approx 1500 square feet) and installation of new 18" x 18" tile. All door hardware was to be removed and replaced with new hardware as well. Once I provided the Member with finall proposal amont, she then requested I revise the bid amount to include a complete renovation of Master Bath which she now wanted completely gutted and have new surround shower and bat tiled. As well as new bath fixutures replaced. Up until this time, there was still no charge for my time or gas and when I submitted final revised proposal to the member, she requested I move forward with tile, carpet, lighting, paint, hardware and appliance final selections.She requested I pick up samples for her review. I met with Keith Barrera at Metro Flooring on three several occasions (a 45 minute frive from my home office) and delivered the samples to the Mmeber for her approval. I also met with Jennifer at Ince Dist for options for the member's kitchen appliances, which the member also selected. Carpet was selected, paint was seletced and 9 different subcontarctors spent vaulable time submitting estimates that Mrs. Garcia requested. I explained to the Member repeatedly that the first design appointment was free of charge and no obligation. However, the Member mispresented her financial budget and failed to notify me or any my subcontracotrs, vendors and suppllers that she was just window shopping. She indicated that she was having family for Thanksgiving and wanted entore project completed by that time. She was inconsiderate of the time that we all spent rushing to get selections, labor estiamtes, ordering ETA's etc. Roughly 26 hours were spent getting this project underway for the member and she should not expect that anyones time, gas or efforts are free. We are not in the business to give free design advice to window shoppers. I sent the Member a bill for my time, gas and mileage and it was paid. I have the email from the Member exactly one week before initial deposit was to be paid that she had suddenly decided to place her mother in a nursing home and could no longer afford the renovation. I responded via email that I was truly sorry for her situation and I understood that the project would no longer be able to move forward. She agreed to pay me for the 24 hours that I had spent visiting showrooms, gathering labor quote and the five (not three) visits I made to her home to discuss her project. At every appointment the Member stressed repeatedly that she was in a hurry to move forward and begged repeatedly that I rush in getting samples for her so that project could be completed by Thanksgiving. All other work we had scheduled during this time was postponed and some work was even turned away so that the Mmeber had full attention of our contarctors, and designers. Once she canceled project with out any warning literally days before it was to begin, the Member was sent a bill, which she paid in full. She is not happy and feels that all the time spent on the project she requested should be free and of no charge. She knew the terms of the agreement and agreed to them in advance in writing. Once I made it clear that we needed to be compensated, she filed this malicious complaint simply because we submitted a bill for services rendered. the Memeber, when you request assistance repeatedly and misrepresent your financial budget, you are to blame, not the business who in good faith, deliver on their product & services.

Failed to deliver service/product in a timely manner. Failed to return or answer emails/phone calls regarding full/promised amount paid for product. We just recently bought a home and were looking for a person to install shutters in our home. We interviewed eight people/businesses. We settled with Jackie, as she calls herself, because her price was the lowest, she guaranteed an on-time or earlier installation, and was very much about selling her good name and family-oriented business. Her motto was "you're not just a customer, you're a friend." She's a fantastic sales woman’s as she sold me well enough to book her after our second interview on 8 August 2011. She has evaded all contact to include email and phone calls. We are currently (to date 16 Nov 2011) requesting the over $4300 paid to Designs by Jacqueline, refunded to us immediately as the requested service and product was not delivered. She has put us in a financial hardship by stealing what is ours…time and money. We still don't have shutters in our home and have wasted over 3 months waiting for shutters that never arrived. It will take at least another 2 months for another company to make shutters plus the money we don't have to put down on it.
