Synopsis: Pace failed to perform scope specified and their pipwork leaked. I suspected the quote was high from the beginning, but the CoH has a restriction on who can do the work. The tree on the west side of the house was going to be very difficult to work around, so I agreed to essentially $500 for the meter installation and $6,000 for the piping. The routing had been drawn by me on a copy of the survey (approx 300' of piping) and faxed to Pace. There was no mistake as to where the pipe should go. I was not able to stay with the workmen for the two days that they were at the house. When I was notified that the work was complete, I found that they had short-cut the hardest part of the work and ran PVC piping above ground with brackets screwed to the west side of my house. This plan would never have been approved had I been consulted. Another short-cut was running some piping under the wooden deck of the house which was not in the original plan. Part of this piping was uninsulated and would have frozen in the winter. I was harassed at my office the very next day for payment with several phone calls per day demanding full payment. My initial written complaint went ignored until the owners daughter was able to read the complaint. It is a terrible thing, but I suspect that Mr. Pace is illiterate, or his eyesight is failing so that he cannot read. As we were in the process of refinancing our house, we couldn't run the risk of a lein, so we paid the invoice after written and verbal complaints, with Pace inisting that they had fulfilled their scope. The cover was fixed and the PVC under the porch insulated. The first weekend the piping was in service, it failed. We came back from a weekend trip to find a geyser in our backyard and thousands of gallons of water wasted. Again, Mr. Pace did not initially respond to the written complaint, but his daughter sent someone back to fix the leak. The final point of interest that may concern some is one of the plumbers drinking beer in our backyard. Witnessed from our next-door neighbors house. Not a compaint of mine, but may offend others. At least he put the can in our trashcan. One would hope it was they guy working the shovel and not the one working the heavy equipment.
Description of Work: Primary scope of supply was for the installation of a 5/8" landscape water meter. The city of Houston only allows certain companies to provide this service. In addition, I specified the location of additional water piping and the location of spigots for water hose connections. No sprinker systems were installed.
