Junior Carroll Construction was hired April of 2012 to repair a room that had peeling paint from walls. He quoted and was paid 490.00 for the repair job. Junior Carroll stated that after sanding and scraping peeling paint off of all affected areas/walls he had a special product called Gripper by Glidden that he would then apply to the entire wall that would fix/stop the peeling adhere to wall and allow a top coat to be applied. He showed the client the product and began application to the door frames of the room and showed this to the client. Client noticed the product is white in color. He again stated that he would apply this Gripper product to all of the walls for full coverage and then apply a top coat of paint whichever color the client desired. In December 2012 client noticed paint peeling from one of the walls. The peeling paint revealed that underneath the new top coat there was no white Gripper product on the wall just the bare wall as it existed prior to Junior Carroll services. When contacted by client December 12/3/12 Junior Carroll did admit that he only applied the Gripper product to the door frames and not to the walls as promised. He said that he lighty sanded in areas of peeling paint and applied a top coat of regular tinted Behr pre-primed paint on those areas. Client requested that he come back and redo the entire room correctly. Eventually he agreed to return on 12/8/12 at 7:30 am (and end 12/9/12) to Sand/scrap/peel all of the walls of existing paint (removing as much as possible) and to apply the Gripper product to all walls and then apply a top coat. When he showed up to perform the redo, he worked on one wall from 8 am - 9 am and approached client to say he could not complete the job because he could not get the paint to peel/ scrap off of the wall. Client went into the room and with a fingernail began to easily remove/peel large sections of unadhered paint off of the wall. Mr. Carroll said he was not going to continue to remove the paint. He again said he had ANOTHER product to paint over the existing peeling paint that might work but he would not stick with the original redo agreement of sanding/peeling/scraping walls and applying the Gripper product and the a top coat. Client told him that his new scheme was not acceptable, that he just did not want to take the time to do the project correctly and was, once again, trying to substitute a quick fix...bait and switch. He continued to refuse to honor the original plan. Mr. Carroll was then asked by the client to leave the premises. Client feels that Mr. Carroll repeatedly used "bait and switch" tactics on the client and took advantage of the clients trust and gender.
Description of Work: Do: 1. Sand peeling paint from all walls in designated room 2. Use a Gripper product on all walls 3. Apply a top coat of paint to all walls Don't: 1. "Patch" paint the walls by only painting areas that were currently peeling 2. Just use a regular paint for repairs, client had already tried that prior to employing Junior Carroll Construction.
