Partial exterior painting (poor quality) and unfinished inside stair case is all I got from the contractor after insisting that something be done to show for the $6710 (50%) of the project cost. The contractor on July 3, 2013 told me that no work will be done after that date since I was unwilling to give him an additional 50% of eh remaining balance which was not due until all work had been completed and accepted. This has all the appearance of a scam! They took my money and tried to get more without performing the work.
Description of Work: Beware! The owners, Charlotte Digman and Shanton Baio entered into contract to tear down and rebuild upstairs balcony, paint, add roof extension over balcony and repair inside stair case.

(removed member name) contacted our office on March 1st, 2013 to paint the exterior of her home, remove the 2nd floor balcony and build a new 12x16 sunroom in its place, as well as remove the laminate flooring poorly installed by another company on the interior stairway. At our initial meeting (removed member name) insisted that she did not wish to incur the additional expense of having a new concrete pad poured to anchor the support columns for the new sun room, to which Mr. Baio insisted that the City of Houston Code Enforcement Department would not allow the new sunroom to be built by anchoring the support columns into the yard, as (removed member name) had insisted she would prefer. The contract signed by both Ms. Ford and Mr. Baio stated that the support columns would be anchored into the existing concrete pad. Custom Home Improvements, Inc. submitted the required documentation to (removed member name) home owners association and received their approval to begin the work. The work was completed on the stairs (although minor repairs where needed) and the exterior painting of the house was completed to the satisfaction of (removed member name), which was verbally given to Mr. Baio, Ms. Digman and three of the painters at a "walk through" upon the completion of the exterior painting. The existing 2nd floor balcony and stairs where torn down and removed and when it came time to begin with the construction of the new sunroom, (removed member name) untruthfully insisted that she told Mr. Baio and Ms. Digman that she wanted to have the additional concrete poured in order to make the new sunroom larger, which both Mr. Baio and Ms. Digman knew to be contrary to what (removed member name) had originally insisted upon. And in an effort to move the project ahead, after several delays where brought about by (removed member name) and her lack of knowledge on how the process for code enforcement approval actually worked, as (removed member name) refused to sign and have notarized an affidavit issued from the city of Houston that absolved the Code Enforcement department of any reprisal if permission was not obtained from the home owners association to commence with the work, Mr. Baio agreed to install the new concrete pad and additional time and expense were incurred to revise the architectural drawings and permit with the code enforcement department. The work was scheduled to begin and (removed member name) again delayed the progress because the gentleman that was going to pour the concrete could not start on Monday and wanted to begin the work the following day, (removed member name) found this unacceptable and halted the job again. Then (removed member name) contacted our office two weeks after this incident to apologize without apologizing for her erratic behavior and asked that the work be resumed on the new sunroom. At this time due to many delays caused by (removed member name) and many lies being told by (removed member name), it was decided that an additional sum of half of the balance would be required by Custom Home Improvements, Inc. to resume the work and stand as a show of good faith from (removed member name). (removed member name) again became irate and insisted that she would pay no additional sums and that Custom Home Improvements, Inc. cease any further work on her home. At this meeting and after having been fired by (removed member name), the permit and city approved drawings issued to Custom Home Improvements, Inc. were removed from the property, as (removed member name) claimed that she would hire another contractor to complete the work under Custom Home Improvements, Inc. name. (removed member name) did not further contact our office to resume or complete any work on her home, nor did our office contact (removed member name) to the same end as she had fired Custom Home Improvements, Inc. on July 3rd, 2013.
