The whole process went very well from start to finish. David Hoover provided consultation, recommendations, options and supervised the entire process. We were especially concerned about the flat portion of the roof because of continuing problems with it. We have heard that David Hoover is an expert in flat roofs and that seems to be true. The workmen arrived early and worked in a professional, considerate way (and without loud music which we really appreciated.) David recommended repairs that were needed on the air conditioning units and the crew did this work for a reasonable price. There were other extras that David and crew did without charge and we really appreciated this. All in all, it was a good an experience as one can have getting a new roof put on. We felt confident that all was in good hands. Thank you David and crew! We highly recommend them.

Called this company for a free estimate as directed by company web site. Owner said that the east side of El Paso was too far and primarily does work on the west side. Estimate would take 6 weeks or more. How disappointing. Maybe you should state that on your web site. Owned and operated by native El Pasoan's. Upholding the tradition for lousy customer service. Utmost professionalism and knowledge. Explained every option and went over every detail of work to be done. Contact was maintained through out the entire project and regular on site visits were made. End of shift clean up was spectacular. I never had to worry about nails or screws in the drive way or street. Considering work was done on a tri level home with 13 windows and a roofed deck there was a considerable amount of detail work. The house looks better than when I first purchased it and I know the work that was completed will last. I could not be happier and would not hesitate to recommend Phillips / Hoover.

I sent a request through Angie's List to Phillips Hoover Roofing late the night of November 16th, 2014. I received a message early the next morning and someone was at my house within two hours to do an estimate. I have just had an inspection done on my house and the buyer wanted about $2000 worth of things replaced on the roof. When I asked Mr. Phillips what his professional opinion was, he looked at it from my point of view instead of a salesman trying to make as much money off of me as he could. He told me what actually needed to be done and what was just a luxury. He scheduled to fix it all up two days later and finished the job quickly. He was very nice, professional, and punctual. I would recommend him again and again.

With wind and hail damage, my roof began leaking (duhhh) in the winter of 2014. This company came to my rescue. David Hoover is very professional, caring and detail oriented. He assisted me with my Insurance claim and worked with them as well. He knows what it takes to get the job done, and done right. He made all the arrangements with the city and let me know every step of the way. He could even quote me some OSHA standards when it came to safety on his job sites. I was very glad to see his men roped up when working on my very high and very pitched roof. He was on site every day. Of course I pick his brain when it came to other issues I was having around my house. His patients and understanding is admirable. His crew is very hard working, courteous, detail oriented and cleaned up every day before leaving. I asked him for a few shingles that were left over so I could put them on my 4 foot high, decorative wishing well in my back yard. The next thing?bam, had a new roof on my little well. He didn?t make the guys rope up for that, haha lol. CALL THESE GUYS!

The service was the best we could have asked for. The estimate was very prompt even though at the time there was a severe rush for service due to heavy rainy weather causing many area roof problems. Phillips Hoover roofing already had many ( probably 2-3 months of work on the books due to the weather). They were very informative of the areas of work required, they listened to every concern and addressed all questions very professionally. They were very up front with the back log of work. Once we settled a deal of the work required and agreed a price, they worked to fit this work in at the soonest possible time frame with the shortest duration possible. The work went seamlessly. All the demolition took maybe 2 days and the cleanup was spotless. I think I found 1 nail around the whole property ( this was out of the demolition of the whole tile roof with removal of all the old subsurface. Then the new roof went on in 2.5 days including new scuppers, replacement and repair of adjacent flat roof surfaces and other minor repairs. We did a walk around and over of the work with not a single area identified for punch list. ( this was quite a job in my estimation). I would highly recommend this company to anyone in the area and will use them for any future work required.

The roof looks great!!! It was a little pricey but definately worth it. Mr. Hoover pointed out that the a/c roof jack and stand were in need of being replaced due to rust as well as the installation of a new ductwork riser. These were expenses in addition to the roof, but necessary as they had become visibly worn and could have caused major damage had they been reinstalled. Overall, I am extremely satisfied with my new roof. The color Mr. Hoover chose was similer to my one, and it's beautiful! I think some of my neighbors are jealous!!!
The House: a 35 year old, tri-level townhouse that had been painted twice - once when it was built, and again shortly after I bought it 10 years ago. The Need: an honest, through inspection of the exterior - from top to bottom - to identify any repairs that needed to be done, in addition to the painting. The Hunt for a "Painter": I read all the reviews on Angie's List, and looked at photographs posted on Facebook of different projected completed by Phillips Hoover. I also contacted the BBB. ALL the reports were glowing. So I made the call. Robert Phillips and I talked for 30 minutes or so and set up a date for his crew to go to the house and give it a once-over. The Inspection: Robert Phillips and his crew did a through inspection of the exterior of the house before developing the estimate. Once the estimate was ready, Mr. Phillips and I met so he could explain what needed to be done and approximately how long it would take to complete. It was a match. The Work: WOW! The crew was at the house every morning at 8, and I got an update on the work every afternoon. Since I run an agency, most of our communications were by email and/or cell, which only speaks to the level of professionalism of Mr. Phillips and his crew. I loved arriving home each day to see what had been completed. The work was completed exactly as described, and a final walk-through was done prior to wrapping-up. At that time, Mr. Phillips identified several areas that required touch ups, which his crew did before the final payment way made. The place looks brand new. And, yes, all the holiday gifts are going in the "kitty" to pay for the next project - rehabbing the inside of my house. I look forward to working with Robert Phillips and his folks again in the coming year.

Robert Phillips and his team could not have been more professional or more helpful. They redesigned the bathroom to have a new doorway access, a "roll-in" shower, grab bars, and easy access to the toilet. They redid the drain (which had been poorly designed in a previous remodel), redid the tile, and opened up the space for handicapped access, moving the door to create a larger space. All of that, I expected - but they went much further. They created a couple of very lovely little niches in the shower wall, with pebble backing, one at the level of a seated person, the other for a standing person. They rehung the window, to align it better with the wall and the tile. They worked exceptionally hard to make the transition from bathroom area to shower area through sloping the floor gently and fabricating a low tile ridge to create access to the shower without a threshold to step over. My parents will be moving in with me. They have limited mobility and this will be the perfect bathroom for them. Frankly, it is so lovely that I'm a bit envious and I wish it was my bathroom. Even though they encountered a few unexpected obstacles, they stuck exactly to the estimated costs and even finished the project exactly on time. They started when they said they would start and finished when they said they would finish. Actually, I should also tell you that Robert shifted some of his schedule around in order to move my project to an earlier window, in order to have this completed before my parents moved here. I greatly appreciated his concern for the safety of my family. He was also happy to come back and adjust a few items after the job, to better suit our needs. He never settled for good enough and redid things that were not up to his standards. Even with his extra precision, the job was still completed on time. I will most certainly use his services again and have recommended him to friends.

Initially, I thought that the estimate was a little high compared to others I had received. However, I had found this company by looking at Angie's List and they had a very good rating. So, I thought the price was high, but I was trusting the rating and was willing to pay more for quality work. First of all, the owner told me that he could not find the exact tile as the original tile on my roof. He got another type that was noticeably different in shape and color. He stated that the color would fade eventually with time and would later look the same color as the original tile. They completed the job, but on the edge of one side of the roof they had put old tiles that had dried debris of some sort, maybe old mortar on each tile all along this edge. I think that these areas of the tiles had not previously been exposed. So, it looked like all the tiles on this edge were "dirty." I did not like how it looked at all. I asked the owner to change the tiles and they did. Next, the owner charged me about $500 more than the estimate because he had to purchase more new tiles then he thought he would need. He did not give me a "heads up" before hand so I would be ready for this and just sprung it on me when I was to pay the balance. So, I was not aware. I think if there is an "unforeseen" problem causing the price to go higher than the estimate, then that is acceptable, but the customer should be made aware before hand. So, again I was surprised at the final cost. Next, about 2 months later, we had high winds again and several of the tiles where my repair was done came loose. I had to call the owner. He did promptly present and fixed the tiles. Finally, the "different tiles" do make the roof look "different" and not uniform. I am not happy with the way it looks. I later saw tile that very much looked like my original tile at a roof supply store. It might have been that not much of an effort was made to find the "right" tile for my roof. I must say that I have not had any more problems with the roof and that I had called the owner one other time about a leak not related to this repair and he promptly came out, tried to find the leak and made a small repair.

They made repairs to the two largest areas. They removed all the tiles, redid the underlying areas and placed back the tiles that were still re-usable and put in new tiles for the ones that were broken or had been ripped off.

When we were contacted by [removed member name] I fully explained the different possibilities available to repair her roof. To replace the complete tile roof would have been quite expensive and she was very interested in the less expensive option of reusing as many existing tiles as possible. I took a sample tile to two roofing supply stores to get as close a match, in both size and color to the original, and chose one that was as CLOSE to the original as was possible at the time (the shape is nearly identical and the color is very close to what the original had looked like new). It had been explained that the new tile would fade over time, but I never told her that it would look the same as the old tile (mind you, this tile is on the side of the house and is not visible from the front yard). She claims not to have had a "heads up" on possible additional costs - I clearly explained in choosing the option to reuse tile that there was no way to tell how many tiles would break in removing them to put the new sub-roof on; if not too many broke, she would save money, and if more broke we would have to purchase another pallet of tile. I take issue with her quote that she saw the same tile as hers at a roofing store...did she have a sample with her at the time? How could she tell this? It is frustrating and perplexing to hear a customer complain 3 years later when at the time she seemed very happy with the results (she was happy enough to have called us back for other problems and projects) - maybe she thinks a 50 year tile should fade more in 3 years than it has??? I am glad to hear that she has had "no more problems" with her roof. Thank you, David Hoover

Mr. Phillips came with his head painter to give me an estimate for painting the wood trim on my two story house. They took all the measurements - it was a big job - and said they would have the bid for me in a week. I spent the next three weeks calling them and leaving messages asking for their bid. I never did hear back from them. It was VERY disappointing - and they were rated first on this list.

We had Mexican tile on the carport removed.The initial destructive day was very organized and all the tile we didn't reuse was placed in very neat stacks. At the same time we also had refrigerated air placed by another company and they left without properly sealing pipes. Two days after our new roof and new air conditioner were placed it rained during the night...and we woke up to a terrible mess. I called Mr Hoover because I was very upset with the water in my hallway and the swollen walls. He was very polite even though it was verrrry early in the morning ...like 5:30am... He took care of the problem and called the air conditioner company which we hired . We found out it wasn't roofer fault, evidently it was a pipe the electrician didn't seal. Hoover roofing covered up my roof with a tarp because it was a very rainy day and as soon as it stopped they showed up and repaired the issue. He didn't want the refrigerated company to do it because he said "they'd put plastic goop to fix it"....I was very relieved that he took care of a problem which was created by others. He is very conscientious ..... His roofing company was clean and we didn't have problems . Mr Hoover is extremely polite ,professional and we are very happy with the quality of the work.

We needed a new roof and we got some estimates. Phillips/Hoover was the most detailed and complete. It was also affordable. They arrived when they said that they would. The crew was efficient and worked together to get our roof done. It took 2 & 1/2 day which is longer than normal, since they had to replace a large back porch and they had to make some unplanned repairs to the front porch. Mr. Hoover kept us informed of any problems and let us know the cost before making any changes. They cleaned up everyday and made sure that there were no problems cause by their work. We would recommend them to anyone who needs a new roof or repairs. And we would use them again.

Mr. Hoover was extremely personable and professional. Mr. Hoover was very knowledgeable and concise as he explained every aspect of the repair that was needed. Mr. Hoover did not attempt to "add" extra services. I was surprised at the quote that was given, as I had previously received estimates that were three times higher. The Philips-Hoover Roofing crew, accompanied by Mr. Hoover, arrived at the residence on time and completed the job in under two hours. The crew was polite and did an excellent job of cleaning the site upon completion. I am currently waiting for a consultation from Mr. Hoover's business partner, Mr. Philips, for an exterior paint and bathroom repair.

FIRST-CLASS JOB! Our three-week bathroom renovation began on time and ended a day early. Robert Phillips and his crew were PUNCTUAL, PROFESSIONAL, AND PLEASANT! (They treated our two dogs like beloved family members, taking extra time/caution with our geriatric bull terrier.) There were no surprises; everything from beginning to end went as the succinct contract stated. Our new bathroom is like a Zen/spa retreat. We are repeat customers and would not think of having anyone else work on our home.
Description of Work: Robert Phillips guided me through design ideas and choices for a complete bathroom renovation. As is his practice, he chauffeured me to several businesses to choose, cabinets, tile, stone, fixtures, etc. on the Saturday before demolition began the following Monday. I found this experience to be especially helpful because he expertly narrowed the range of choices (that I found overwhelming by myself). A contract was emailed in advance that outlined all work to be done and dollar allowances for choices of specific materials; it specified a 50% deposit. This was a complete demolition to the studs. The work to be done was explained in advance. I had no concerns with leaving the house to go to work. On the last day of work, a final contract arrived with actual costs for the allowances, which reduced the initial estimate. This was indeed a first!

We are extremely pleased with the results of the worked performed, but even more pleased with their professionalism, quality, and punctuality. They kept us informed and promptly responded to phone calls, e-mail, voice and text messages. We had the exterior of our home patched (we have a cement finish that looks like stucco) and painted. They were very patient and accommodating with me as I chose the exterior color. They did everything they could to help me in choosing just the right color that I liked. I think we ended up with about 24 blocks of sample colors on the walls placed in various locations to accommodate different lighting situations. They also replaced 5 columns on the back porch with custom made cement columns. They turned out fantastic! We couldn't be happier with them. We also had some wooden beams replaced which are a type of pergola design by the front entrance. They did a great job in the design and paint work on that. Robert offered a great idea to put some ledge stone on the front wall around our front entry gate. We liked the idea and love the results. Again, they were very helpful and patient as I chose just the right ledge stone. We also have 3 small porches that have roof overhangs with clay roof tiles. They brought those roofs up to par and we chose new roof tiles for them. Again they went to great lengths to help me choose the roof tiles that I would be happy with. We also had all 7 French doors repainted, installed 4 new outdoor lights, and a new doorbell. We also replaced our garage door and had our iron gates and fencing repainted. This company goes the extra mile in quality and service. We were having two different projects going on simultaneously. We were relandscaping at the same time that the exterior painting and the other work was being done. Both contractors understood and were willing to work with the other to do what was best for us. Phillips Hoover performed with extreme professionalism and honor when they came back to repaint the iron gates and fencing because the mason who did our rockwall patch repair (who was contracted by the landscaper) got mortar all over the newly painted gates and iron fencing. There are many more examples of how they go the extra mile for service and punctuality. We are even now extremely pleased that we chose Phillips Hoover to do the job.
They took out walls, changed light fixtures, moved the door, moved the shower and made it bigger. They installed custom cabinets and counter tops. They also installed a linen closet with a built in hamper. Lastly, they removed a jacuzzi tub and covered a bay window. You can't even tell there was a window there! They did a fantastic job.
