Balloon Notes was established in 1987 by Elizabeth and Elaine Reyna. As members of the National Association of Balloon Artists (NABA), Qualatex Balloon Network (QBN)As a Certified Balloon Artist (CBA) we have the expertise needed to create a custom balloon sculpture or fresh flower arrangement that lets your loved ones and friends know you care.
