Joe failed to do the job as described and lied about it to the home warranty company. He checked the breakers and measured power and said that the power was fine, showed me that the compressor worked, and explained that the problem was with the electronic control between the A/C and the compressor. I specifically asked him about power to the indoor A/C unit, and I specifically asked him whether, if I installed a new A/C unit rather than putting more money into a ten year old one, it would have power, and he said yes, everything looked fine. He wrote me an invoice that says "Checked wires to AC unit--OK." I purchased a new system and scheduled installation, and the A/C tech found that indeed the ground was faulty inside the house. I contacted Home Warranty of America, and they contacted Joe, who said that he was not at fault because he had been dispatched to check the wiring outside the house. Home Warranty of America had no record of ever saying anything like that to him, and I certainly didn't--in fact, I specifically asked about the indoor unit. HWA dispatched him again, but I was unable to reach him to schedule the work. He didn't answer the phone or respond to messages. I called HWA again, and they couldn't contact him either, so they dispatched someone else.
Description of Work: Joe Ramirez from Carroll Electric was dispatched by Home Warranty of America to diagnose and repair a power failure to the A/C system in my home, which the A/C tech suspected was due to a broken ground wire. Joe checked the breakers, replaced an overfused breaker, and checked power to the compressor, but did not check power to the indoor unit.
