See Vince review. It captures the pain it is to work with Luke Parsons and Carolyn Stuart now going by Luke Parsons Design and Build. He never finished my work. It also took almost a year to not complete a month project. He stopped communicating and started ignoring calls and texts. We got his contact from Yardzen and He wouldn’t even answer to them when they tried to mediate.
Description of Work: Extend our patio and addition of artificial turf and concrete pavers.

Beware! Luke Parsons, using the name Austin In & Out Construction, defrauded us of virtually the entire cost of a new deck. He's done the same to other victims. If you check the BBB and other review sites, you'll find some filing complaints. Others are suing him. But of course others may never post or sue. When bidding our job, Luke was able to come across as a legitimate builder: he clearly knew the trade, and he could point to projects he'd completed successfully in the past. In fact, we found him through an enthusiastic referral from a friend. Once we hired him, though, he took our money over a series of draws and did only the minimum preparatory concrete work to keep the draw checks coming. Unfortunately, we trusted him and let our checks get ahead of the work performed. Once he had our money, he started an interminable series of missed dates, missed meetings, and missed deadlines, using every excuse imaginable. He took not just our money but ten months of our lives, on a one-month deck project, in delay after delay after delay. If you are unfortunate enough to have Luke Parsons involved in your project, watch for these red flags: - Resists providing a return address or any way to contact him besides cell phone and e-mail. - Delays providing an insurance certificate for as long as you let him. - Provides little or no documentation on city permits he's supposed to be obtaining, or engineers he's supposedly talking with. - Requests as much money as he can get up front, before performing any work (although this may not be obvious in the initial draw schedule he provides). If our experience is any guide, once he has enough of your money, you'll never see him again.

Description of Work: We hired Luke Parsons and Jesse Sorenson of Austin In & Out Construction LLC to build a deck, grade our backyard, build several retaining walls, redo our front walkway and landscape in early December 2015 with a verbal commitment by Luke that the project would be complete by June 3, 2016 (the date of our daughter’s hs graduation party). On multiple occasions Luke Parsons, told us the project would take 4-6 weeks of work to complete. Thus, they had more than sufficient time to complete the project even with needing to work around our pool builder’s schedule for about 4 weeks. Over 13 months after signing on with Austin In & Out Construction LLC, the project has barely been worked on with only one retaining wall completed. The deck is mostly built but they didn’t install the needed gate and there are a number of safety and cosmetic issues that remain. Otherwise, nothing else on our project was completed and most was never touched. Unfortunately, we trusted this company and its principals and paid a substantial part of the contract through a draw schedule but only 10-20% has been completed. During the 13+ months we dealt with them, there were many mistruths ranging from not filing for the necessary permits when they said they had and to committing to work on our project and then no-showing. In fact, they would no-show our project for weeks at a time. When they would work, it was for 2-3 hours per day and they would then they would go dark again. Further, they treated our yard as if it were their trash heap. They would leave used building supplies all over our back yard as well as their personal trash. When a retaining wall they were working on across the street collapsed, they used our backyard as a dumping area for cement and stones from that project. Because we had paid a considerable sum of money already and they had barely completed any of the project, we had to trust they would finish the job and deal with their constant lack of communication, poor work and time delays. In late November 2016, we were able to establish firm deadlines for the completion of the project which Luke Parsons agreed to in writing. Austin In & Out Construction missed the first 2 deadlines and has not worked on our project since Dec. 6th, 2016. We terminated the contract on January 16, 2017. We would not recommend using Austin In & Out Construction nor using Luke Parsons or Jesse Sorenson. We feel they treated us unethically. We would encourage anyone who considers them to complete deep due diligence and pay nothing up front. Contractors will often dissolve one LLC and form another shortly thereafter. Luke Parsons did this with Austin Divine Decks and Hardscapes LLC before forming Austin In & Out Construction. Lastly, we have learned at the time of writing this review that they haven’t paid the engineers that they hired to review the plans prior to submission for the necessary permits. We are now in the midst of hiring a new contractor to complete the project and repair those safety and cosmetic issues on the deck that Austin In & Out Construction wouldn’t address.
