I ordered my blinds on November 7th, 2013 and was informed by the store that my date to complete install would be November 21st. I telephoned the store after that date to inquire why I had not heard from them. I was told that my blinds were held up in customs and would not arrive to the installer until December 20th. After not being received I was then told that they were still in customs until December 27th. Graber blinds are manufactured in Asia if you purchase from Lowes. Lowes communicated with the manufacturer to determine if they could locate my order. Graber would only say that they were held up in customs. No offer was made to manufacture my blinds domestically (which is what Graber does for independent suppliers). Instead, I was told that I would be notified when they arrive. I communicated with their installer who works for Lowes and was told that they were in the United States but had been sent to the wrong city. I waited one week and was told again that they were sent to a different wrong city. I finally went into the store today and was given a refund for my order. I can not say whether this is an issue with Lowes or with Graber. However, we have had several items from our local Lowes store to be damaged once we open the packaging. We have always received a prompt refund if items are damaged. One light fixture had to be returned three times and then I finally gave up on ever purchasing a light fixture from our Lowes store as packages are often damaged and torn when on the shelves. Lowes of Columbia TN and possibly all Lowes stores are facing a real quality issue. Customers like myself are becoming increasingly frustrated with the quality of products offered by Lowes.
Description of Work: Graber brand plantation shutters were ordered. Lowes sent out someone to measure. I ordered the blinds, paid the full amount up front, and they moved the date of delivery 4 times before finally canceling the order

We had three different projects performed by Lowes around the same time period but by all different departments/installers. New carpet installed in one bedroom, new cordless blinds two rooms and new windows all downstairs. Each of the installers were on-time, professional and cleaned up after themselves. We were very happy with their work and would definitely use Lowes again. The window guys advised us of the TVA rebate program and provided the necessary paperwork and information so we could qualify which earned us several hundred dollars in rebate. We had one minor issue which is the molding around several of the windows pulled away and took the paint from the adjoining wall with it. We never advised them of this and they may not have even known since their work was performed on the outside. We went ahead and fixed it on our own by nailing the molding back in place and repainting the surrounding areas.
