I called the company to give me a price on asphalt. Jay Mullen showed up at the property and gave me the price per square foot for asphalt. He quoted $3.75 per sq/ft, which was more than we wanted to spend. He offered a less expensive option of "Tar and chip" for $2.50 a sq/ft. He said he had a truck with some left over material from another job that he could send right over if I wanted it for $1.50 a sq/ft, I told him I wasn't ready to commit. He then went on to ask me if my property was for sale. I told him we were planning to sell in 2 years but we might consider an offer if he was serious. We settled on a price. He then offered to send the truck over and do the tar and chip job and it would be no charge if he purchased the land. I still refused. I told him I would get back to him later on the driveway repair since I wasnt ready to commit. A approx. a week later he called to tell me he was still interested in purchasing our land and that he had some left over tar and chip on a truck he could let me have for $1.50 a sq/ft. He also reiterated that there would be no charge if he purchased the property and we wouldnt have to pay until we knew whether the land deal would go through. I then asked him to go into more detail on the process of tar and chip since he was pressuring me to move quickly since he had a truck standing by. He explained they would install a load of crusher run gravel which would get compacted followed by a coat of tar, a layer of chipped rock, compaction and another layer of tar and chipped rock. I asked him if that was all included for the $1.50 per sq/ft. He said it was. I hung up the phone and drove over to the site where his crew had just finished compacting the crusher run gravel. I watched them do the rest of the process exactly as Mr. Mullen had described. In a short time they were done and on there way. A few days later Mr. Mullens had called to tell me they were not interested in buying the land. I checked with the loan officer who stated he never turned in his financials. I told Mr. Mullens I would be leaving on the weekend for a 1 month vacation and that I needed to pay the bill before we left. i told him I measured 1000 square ft. He had his son call me the friday before we were to leave whereby he left a panicked message about having to make payroll and needed to get paid immediately. I did not call him back since my dealings were with the father. I called Mr Mullens who was out of town. He said he was going to send his secretary up to collect the $2300 bill I owed him. Naturally I questioned the bill. I told him he quoted me $1500 ($1.50 ft x 1000 sq ft). He proceeded to tell me they put on 3 layers of tar. i told him I was present during the process and they only put on 2 layers. He quickly shifted geers and told me the price did NOT include the crusher run gravel. I told him he said it did when I asked him before they started. He told me they charge $850 for a truck load of gravel with compaction and I used a whole truckload. I told him there wasnt to be any charge for gravel since it was included. He told me God was going to get me for screwing him out of money. He then said he'd settle for $2000 or he was coming with a bulldozer to dig it up if I didnt pay. I couldnt call his bluff since we were leaving for a month and the erosion from his removal of the tar and chip could have potentially financially devastating. I decided to cut my losses and pay the extra $500. In conclusion I feel like I was extorted, mislead and pressured by this man. We will be looking into legal options when we return home. We also noticed a small spot of errosion which we will be keeping a close eye on. Normally I am a "get it in writing" person, but I got suckered in by a quick land sale. Beware.
