River City Property Management Inc

I was very disappointed with this property management company, especially as the end of my rental agreement came to, and I moved onto another place. This company was not punctual in questions or repairs made to my residence. Upon moving out, I had cleaned the entire apartment to a level that was above the initial move-in conditions and completed all items from the final walk-through. When trying to retreive my security deposit, the company went ahead and took out charges for cleaning and yard work, when I had completed all yard work and cleaning. I even have photos to prove that the apartment is clean and the yard in pristine condition. I tried to discuss this to the company and provide photos to prove that their charges were bogus, and they would not discuss. I would not recommend working with this company. They employ underhanded techniques to make thier money and do not maintain their properties.

River City Management Company was the agent of the landlord that first rented a house at 819 Palmetto Street, Chattanooga to my daughter and her 5 roommates. During the two years they were responsible for the property, they generally were unavailable for tending to lessee needs, unresponsive when called, and, on several occasions, attempted to unilaterally change the operative terms of the original contract which each lessee (and their parents) had entered. This spring (2013) the owner of the home sold the property to a new owner. The new owner elected to fire the management company and manage his own property. The leasing girls entered into to new contracts with him. At least two lessees parents inadvertently sent rent checks to River City unaware that the new contracts had "kicked in." Without detailing the NUMEROUS telephone calls and personal visits to River City, the long and short of it is that they accepted rental checks for the property that they no longer managed and have basically refused to pass along the checks to either the parents who wrote the checks or to the new owner of the rental property. They have used a variety of excuses--the bookkeeper is on vacation, their software won't allow for correction of the error, the lessees would have to get the money back from the original owner, and on and on and on. When I finally threatened legal action in a voicemail, a person representing herself as the "manager" of River City called me back and said (literally) the error had already been corrected and "the check is in the mail" to the new owner. That was over a month ago and I learned today the new owner has not received the check. Now we are getting the same run-around on the one month's rental deposits that was due back to all the lessees!! To summarize, the company has failed to perform, reneged on contractual obligations, failed to respond to valid complaints, taken money that does not belong to them, and out and out lied. I have talked to the new owner and his experience was similar--they failed to respond to him and held money belonging to him with no explanation.
