One of the crew members who did the work was on work release from prison which made me nervous about having hired this contractor, at the time of service, but he came recommend by someone I trust so I overlooked that. I should have followed my gut at the time and not hired them. Work was done 3 years ago with a 10 year warranty on workmanship. Coating product used apparently only had a 3 year lifespan and mfg warranty. When roof began to leak in the same place 3 years and 2 weeks later, I called and was told by the receptionist not to worry because I had a 10 year warranty on workmanship. The owner was supposed to come assess the damage and resolve the issue. Instead, two of his employees showed up, and they were late. They went up on the roof, caulk ed a few spots and said that the owner would call me but it wasn't their fault because the product only had a 3 year lifespan and it had been 3 years. I asked why they say 10 year workmanship warranty if they are going to use a 3 year product? He said I'd have to discuss that with Steve when he calls. The next rain, it still leaked. I recoated it myself with a 7 year product and fixed the leak on my own. The owner, Steve, still has not contacted me after several weeks. I have extensive damage to my bathroom wall and ceiling and attic wall as a result of the leak, as well as an investment of money and time into repairing the leak myself. Home owners insurance is saying that it is the contractors responsibility to repair the damages, contractor is ignoring the issue and I don't have the money to sue. Do your self and favor and don't Hire shiloh roofing.

Response from SHILOH ROOFING
This is a response to Mr. [Member Name Removed]'s allegations. I, Steve Kauffman, called Mr. [Member Name Removed] regarding his problem, but at the time of this posting Mr. [Member Name Removed] has not returned the call. Here is the history. When Shiloh Roofing was originally contacted by Mr. [Member Name Removed] in May, 2014 for an estimate to discuss his needs, an appointment was scheduled for May 7, 2014 at 9am. I personally went out and physically accessed the problem. Mr. [Member Name Removed] was told at that time that the roof now in question was much deteriorated and should be replaced. Mr. [Member Name Removed] requested prices for replacement and repair; replacement and repair for all the roofing areas of his home, along with a window replacement. A Proposal was submitted to Mr. [Member Name Removed] on May 15, 2014 with options to repair or replace, with replacement being the recommended option, because of the age and condition of the roof. This roofing was probably installed prior to the 1950's. This roof was rusted through and we have pictures on file to show the rust and deterioration. Against the explanation and suggestion of a professional roofer, Mr. [Member Name Removed] chose the repair. Shiloh Roofing stands behind our workmanship, but what Mr. [Member Name Removed] posted here on Angie's List is not a workmanship issue; this is a very old deteriorated roof that had a temporary fix. The temporary fix lasted 3-years and 2-weeks (per the customer), which in reality, isn't a bad thing since the roof should have been replaced in 2014. I do my best to work within the customer's budget, so problems can be fixed. This is the situation here. Mr. [Member Name Removed] was presented with the facts about all his roofs, he was given options, and he chose what he wanted to do. The Contractor, in this case Shiloh Roofing, can't be held responsible for the choice of a customer. Shiloh Roofing doesn't make the choice for the customer. We can only make our professional assessment, present the facts, and make a recommendation. At this same time, Mr. [Member Name Removed] did approve the reroofing of the rear mansard and the installation of 1-new window. These 2-installs (the rear mansard roof and the window) fall under our Workmanship Warranty, but these are not the issue at hand. The current problem is the rear second floor roof. As stated above, this roof was much deteriorated in 2014; now with another 3+ years of age, it is no wonder Mr. [Member Name Removed] is having problems. Roofs do not last forever. There are some roofs that have a longer life expectancy than others, but none last forever. We provide Workmanship Warranties for all new installs and Manufacturer Warranties for the products. It is idealistic to think a Contractor would provide a warranty for a deteriorated roof that was installed by another Contractor. As for the "F" given for Punctuality and Responsiveness, I would like to submit for the public view the timeline of how this played out. As stated above, the initial contact with Mr. [Member Name Removed] was at an onsite appointment on May 7, 2014. A formal Proposal was submitted to Mr. [Member Name Removed] on May 15, 2014, the Proposal was accepted by Mr. [Member Name Removed] on May 29, 2014. A Contractual agreement was drawn up and submitted to Mr. [Member Name Removed] on June 6, 2014 and it was accepted & returned on June 23, 2014. Since this work was in the City of York, a permit was required and the Contractor applied for the permit. The permit was issued and the work began on July 10, 2014 and completed on July 14, 2014. The job was inspected by the lead Foreman and the invoice was processed. When Mr. [Member Name Removed] paid the invoice, he provided positive input through a Customer Questionnaire and he made no negative comments. The comments were the employees were courteous and polite, the employees respected their property and took measures to protect their yard, the employees used proper language and behaved appropriately in a residential area, he stated he would recommend Shiloh Roofing to others, he stated the crew was fast, hardworking, extremely respectful and left the jobsite spotless, and he was happy with the results. If you follow the timeline, from the time Mr. [Member Name Removed] entered into the Contractual agreement with Shiloh Roofing on June 23, 2014, a permit was requested & approved, and the time the work began on July 10, 2014 is about 17 days (or 2 weeks and 3 days). Mr. [Member Name Removed] did not complain about the Punctuality and Responsiveness at that time. As part of our follow-up, Mr. [Member Name Removed] was sent a letter on April 3, 2017 from Shiloh Roofing stating the coating he had done in 2014 was a short term fix and suggested he consider replacing the 2nd and 3rd floor roof decks in the Spring of 2017. The letter was never returned as undeliverable, so I can only assume Mr. [Member Name Removed] received the letter. The next time I heard from Mr. [Member Name Removed] was on Sunday July 23, 1027. Our office is closed on Sunday, so his call was received and returned on Monday July 24, 2017. Two employees were sent to Mr. [Member Name Removed]'s property on Monday July 31, 2017 and accessed the problem. The pictures indicate rusted through roofing and deteriorated spouting. There was no charge for this service call, even though the problem Mr. [Member Name Removed] is experiencing is a roof issue on a non-warranted roof. In response to Mr. [Member Name Removed]'s comment about employing someone on work release, I'd like to publish why this was the case. We do give individuals second chances, if they are deserving of a second chance. Over the years, we have had an employee who was paying a consequence for a mistake he made. The mistake wasn't murder, rape, robbery, aggravated assault, arms offense or child molestation. The offence was a misdemeanor. This employee, as with all our employees, was background checked, drug tested, etc. We take many precautions to ensure the safety of our customers and staff. We are in business since 1957 and realize the seriousness of our choices if we cut corners or make unwise decisions. Shiloh Roofing would not jeopardize our 60+ years of being in business by carelessly hiring a felon or other potentially dangerous person. Mr. [Member Name Removed] gave our Price a "D". No one pressured Mr. [Member Name Removed] to choose Shiloh Roofing. He made that choice of his own free will. Furthermore, Mr. [Member Name Removed] indicated he contacted Shiloh Roofing because we were referred to him. At no time are potential customers discouraged from getting other estimates. In fact, we encourage folks to get more than 1-estimate. It is unfortunate Mr. [Member Name Removed] is experiencing the problem in his attic and bathroom, but to blame Shiloh Roofing for his decision to repair this roof in 2014 rather than replace it isn't justified. All the documentation mentioned in this response is on file at the Office location of Shiloh Roofing.

The owner responded to my request for a quote quickly. Arrived when they said to look at the roof an prepare a quote. Quote for work was about what I expected and lower then some other quotes I received. When the work was scheduled the workers arrived on time and worked quickly. They left the area completely free of debris and explained what they were doing. I was very impressed with the quality of the work performed. Seemed like a good family owned business.

I had an estimate and meeting with the owner/contractor 1 to 2 years prior to contract. When I realized the work was needed and inevitable, I contacted contractor and he stuck fairly close to the original estimate I had been given and I agreed to the work. This was late Sep, or early Oct 2014. After telephone communication directly with the owner I felt assured that the work would be completed before Thanksgiving. I have to admit that the owner/contractor impressed me with his sincerity and demeanor. After my expectations did not happen regarding scheduling I went to office to inquire and was referred to the contract by a very nice lady. She and the contract let me know that the owner contractor had written a check his company could not back up regarding scheduling but completely within contract. No problems, I was even asked if I wanted work before or after Christmas. I had guests so I chose after Christmas. 2014 was a hard Winter and my roof was not completed until early Feb. My contracted roof included a ridge vent. removal of 2 mechanical vents (I hear vents are important). I also contracted for new gutters. you call it spouting here for some reason I bet if a complaint ever went to court spouting vs gutters would mean something. Anyhow because a local friend (PA) had told me that his roofer had installed ridge vent without cutting slats through sub roof (the plywood or particle board) and it took him years in court to get the contractor to correct the error (rip off) I decided to go up on the roof and look. The manner the ridge vent was being installed was completely not in compliance with the guidelines of the ridge vent manufacturer or common practices. Common practices dictated that a ridge vent is cut to 6 inches of the end of the end of vent shingles and the foreman blew me off and said it was 6 feet. Also I had an estimate and meeting with the owner/contractor 1 to 2 years prior to contract. When I realized the work was needed and inevitable, I contacted contractor and he stuck fairly close to the original estimate I had been given and I agreed to the work. This was late Sep, or early Oct 2013. Also because there is a center ridge beam the vent should be cut on each side of the center beam. I called and expressed my concern to the contractor office, no one showed up or called. This is late Jan early Feb 2013 and it was a bad winter, very cold. I pumped quarts of hot coffee out to these workers, really it was miserable I was surprised the showed up some days. Despite the concern I displayed for the workers, their welfare and the confidence I had that they would seal my roof each day. Spouting can not be described any other way than backward. The drains, (down spouts are at the highest ends of system and there are no down spouts at low points of the drainage system. So poor roofing work followed by incompetent spouting is the bottom line .

I, Steve Kauffman (Owner of Shiloh Roofing), did respond to [Member name removed]’s winter 2014 call regarding the inside spouting miter leak. I made an appointment to repair the leak, which occurred after the bad winter weather. I did the repair myself – it was not one of my employees doing the repair. At the time of this repair, I spoke with [Member name removed] about his concern for respouting and explained the solution to his problem would be to add more down spouts. [Member name removed] did not want to move forward with this. My office (or I) has not received any communication from [Member name removed] since that repair service call stating a problem still existed. I can’t fix what I don’t know about. When I saw [Member name removed]’s first 4/22/15 posting on Angie’s List, I called [Member name removed] to discuss and correct any problem. Call made 4/23/15 at 8:00am. No one answered the telephone and the call went to voicemail, so I left a message. No reply from [Member name removed]. I saw a second 4/22/15 post on Angie’s List from [Member name removed] and again tried reaching [Member name removed] via telephone. Second call made 4/23/15 9:37am. No answer, so I left another message, stating I would like to set up an appointment to meet with him at his property to correct any problem. No reply from [Member name removed]. Note: I left my personal cell number as my contact number on both the voicemail messages. History: A written Proposal was written and submitted to [Member names removed] on October 16, 2013. The [Member name removed]’s accepted the written Proposal on October 23, 2013. Then, a written Contract was prepared and submitted to [Member names removed]. This Contract included Property location, Job description, Plans, Time performance, Payment agreement, Preparation, Permit information, and much more. The [Member name removed]’s signed and returned the Contract. The contracted work was completed on January 17, 2014. It was stated in the Contract a Job Completion date of on or before January 31, 2014. There was no guarantee the work would be completed by Thanksgiving 2013. In this line of work, roofing and spouting, weather is always a factor. First and foremost are the safety of my employees and the weather tightness of the customer’s property, which was practiced during [Member name removed]’s installation. Ridge vent installation can vary based on the location of chimneys, valleys, roof hips, and/or roof intersections. It takes a roof installation specialist to determine what is best for the situation. The Contracted work at the [Member name removed] residence was completed within the Contract perimeters. Shiloh Roofing has been in business since 1957. This second generation, family owned business has built its reputation on dependability, integrity and honesty. We wouldn’t be where we are today, if we didn’t practice these characteristics. I wouldn’t put the reputation of a 58 year old company in jeopardy for $1500 worth of spouting. I hope to hear from [Member name removed], so I can meet with him to resolve this. As of the time of this response posting, I have not heard from [Member name removed].

Despite the concern I displayed for the workers, their welfare and the confidence I had that would seal my roof each day, on the final day when they installed the gutters, they did this. None of the junctions were sealed, all of the down spouts were higher than the main collection areas. What this means is that the $1500 spouting (gutter) system is crap. I called Mr Shiloh, Steve and even though he was patching a bad junction he would not look to see that the entire spouting installation was incorrect. The down spouts were at high points!!!!
