Description of Work: Excavating and septic tank

Description of Work: Quinn's Excavating was contracted to remove trees, cut in driveway, excavate for the foundation of our new construction home, install underground utility lines, install setic system, provide block foundation, all flat cement, and finish grade our property. The project total was $72,000 Joe began the project and did not perform any of the work correctly or according to PA code. He asked for $35.000 at the start of the project. He asked for another $20,000 3 weeks later. We did not receive the services that were discussed and promised at the beginning of the project. 4 months later only half of the work is complete, although we have paid 3/4 of the balance. Joe backfilled the french drains around our house using modified stone which contains heavy rock dust, and dirt. When we were told that we would receive dust-free stone and we were told this is proper according to PA code. Joe also told us that we would receive a sprayed on waterseal coating to all underground area of our foundation. Joe painted tar on the bottom 3 rows of block only. Our setic system calls for a 1HP pump. Joe installed a 1/2HP pump, which had to be replaced. He also failed to install the anchor to the bottom of the septic tank which has to be dug up and re-done. He did not bury our underground utility lines properly. They are not deep enough and do not contain caution tape or gravel in the ditches. He backfilled our foundation without placing cap blocks in the keyholes for tying in lateral porch walls, which left large holes! This had to be dug out and corrected priot to pouring concrete porches. If we hadn't caught this mistake prior to concrete phase, we would've never been able to correct this problem from the outside wall. When we questioned Joe about his actions, he continued to talk 'good talk' and said that he would correct things. He did not correct the problems and actually tried to hide them! When we asked for a refund of the unused portion of our money. Joe refused to refund anything.
