We paid Mark Smelzer of Ditio Inc 350 for an Oct 16 appraisal. We chose Mark because he was a member of the Appraisal Institute and was to give terrific service. I think his credentials have gone to his head. He was to insprct teh house about Oct 24. The tenant kept canceling and rescheduling the appointment--her last move was to reschudule-cancel-reschudle a certain day in October: she called Ditio made an appointment for about Oct 28, canceled that date, and rescheduled that date. Ditio did not forward the message to Mark and the tenants stayed home and Mark did not show up. This resulted in a nasty from the tenants to me. The house was finally appraised on Nov 7. I was to get the appraisal within 5 to 7 days. About Nov 18, 11 days later, I called Mark's office; they acted like they had no idea who I was. they said I would get eth appraisal the next Monday. Didn't happen. Called Tuesday. they sent it. At this point the appraisal was not worth much to me with such a large time gap. My opinion--he had too much on his plate and he doesn't care about his customers and is in too deep teaching classes about appraising on the side. Mark never called me back. I showed the appraisal to my realtor who thought it was a schlock job--especially when he compared my house to two other houses that were not even in the same city.

When she originally called to order the appraisal from DITIO we told the client that if she required Mark Smeltzer, SRA (rather than one of our 11 other qualified appraisers) to do the appraisal it would take much longer due to his then many commitments. Despite this and in part due to his Appraisal Institute designation she demanded that only our Director of Operations Mark Smeltzer, SRA could do the appraisal. We told her that at that time he was unavailable except for on the weekends until the beginning of November. She said she still wanted Mark and although she would like the report as soon as possible there was no impending due date. As noted in the complaint this was a tenant occupied property and there were numerous scheduling conflicts with the tenants. One appointment time (Sat October 27th) was canceled and then later rescheduled for the same day by the tenants. The same day rescheduling was not communicated to Mark and he was still under the impression it was canceled. We admitted that it was our fault and apologized for it; we told her we would reschedule with the tenant as soon as possible. We rescheduled with the tenants for their earliest convenient time, Wednesday Nov 7th. Although we did not have a report due date this client was informed that for Mark the report would be returned between 7-10 business days. The client states in her complaint that “Around Nov 18, 11 days later, I called Mark's office; they acted like they had no idea who I was”. Of course November 18th is a Sunday and our records show she actually called November 16th (not including the day of inspection 9 actual days and 7 business days from the day we saw the subject). We told her then that the report would be out the following Monday. We emailed the report to the client on Monday November 19th. She called our office on the 20th and said she did not receive the report; we promptly resent it. She then told us she was not happy with the timeliness and for the missed appointment, she requested a $100 refund, which we promptly mailed to her (something that she does not note in the complaint). As one may imagine we were taken aback that while she never requested a call from Mark in regard to the appraisal or its contents we suddenly receive this complaint via Angie's List with a “Desired Resolution” of a refund of $350 (the entire original fee in addition to the $100 that was already given to her as a courtesy). She states that “At this point the appraisal was not worth much to me with such a large time gap”, but the client gave us no deadline for the process (so we fail to see the basis for this complaint), the appraisal has been completed in a quality professional manner by one of Southwestern Pennsylvania’s premier Appraisal Institute designated appraisers and we had partially refunded our fee due to a tenant appointment mishap out of common courtesy. We would also like to note that in her complaint she states that two comparable sales were not in the same city. The four most competitive properties were used. Two of them are in the same municipality as the subject (Edgeworth). The other two are in an adjoining municipality (Sewickley) which are in the same school district and are units that compete directly with the subject property.
