Barci used cement and threw the debris in the outside garbage can without bagging it. I called and asked them to come back and dispose of the debris. Since they are in the same township they know that Lower Merion Township will not take loose debris thrown into garbage cans without being bagged. He refused to remove the debris, and was hostile, aggressive and abusive on the phone, and demanded immediate payment of his $350.00 bill. I told him I would pay it immediately upon removal of the debris. He refused and said I should do it myself, that it was nothing but cement dust. In fact, the weight of the cement (not dust!) was such that I could not, at 4'11", 89 lbs, 70 yrs old with severe arthritis, manage to empty the large garbage can. This weekend, with the help of a friend, we emptied the cement and debris into trash bags and the township collected it this morning. My friend suggested that we use my iphone to make a video of us emptying the cement and debris from the garbage can and post it with the Mechanics lien notice on Angie's list, which I thought was an excellent idea, but we didn't have a third person to make the video. On Saturday he sent by certified mail a Notice to file Mechanics lien. I called him and told him that our garbage collection is Monday morning, and unless he removed the debris on Sunday that I would post a video of our removing the debris and his notice of the Mechanics lien on Angie's List. He said "I'm not going to remove the cement. If you post a video and the lien notice on Angie's List I'll call the township and tell them you have numerous code violations in your basement, and it will cost you thousands of dollars. Like many houses over a century old, the plumbing was grandfathered in. Any work that I have had done in the 25 years I have lived in the house has been performed by certified plumbers and is up to code. I highly recommend using a plumber who cleans up and disposes of the debris they created, and one who does not threaten their customer's if they post their bad experience on Angie's List.
Description of Work: There was a basement pipe leaking significant water into the basement during a heavy rain. The pipe had been cut by another plumber several years ago, and was no longer connected to the water system in the house. I asked him to assess whether the pipe could just be capped without causing a problem in the winter. I was 3,000 miles away for a family medical emergency, so our communication was by phone. Barci was recommended by a contractor who had been highly recommended by a friend, and this was my first experience with him. In response to my question about whether the pipe could be capped without causing a problem with freezing in the winter, he said it should not be capped until a pipe in the greenhouse, above the basement, was sealed with cement. Because it was raining heavily for several days and the water was continuing to flow into the basement, and I was 3,000 miles away, I told him to go ahead. Now that I have had a chance to assess what he did, it is doubtful that there was a need to do anything more than cap the pipe.

This particular customer was extremely rude from the start, and I was warned by the contractor who referred her to me, ( Versak Home Remodeling ) Concerning the debris in her trash can, that was about 8 ounces of dried wet plug which is a light weight quick drying hydraulic water sealing cement of which a total of approximately 1 pound was mixed to close the end of an old 1 1/2" pipe. The debris was nothing more than dust, so I was very annoyed at her demanding I remove it from her trash can. I did report her to the local sewer authority for code violations after I never received payment. No residence is allowed to pump storm water into a sanitary drain line with a sump pump, and has never been legal because it causes the waste treatment plants to flood during heavy rains. She has 2 doing just that, and I am required by law to report that condition or be subject to a fine myself for not doing so. I'm sure that she has been contacted to correct the violations by now.
