Description of Work: Flooded basement from improperly installed below grade toilet. Mr. Gartland did not install the toilet and in fact after the 2nd flood properly diagnosed the problem, removed the toilet and sealed the pipe. He responded to both emergencies within 20'. If he had diagnosed the improper installation the first time then there would not have been a second flood a year later.
