+ -1 moreI hired John Rutkowski on March 31, 2014, at my home, to install railings on my front step where I had recently fallen and injured myself, and to install an extra railing on my basement stairs. He gave me an estimate of $420 and asked for a $300 deposit, which I gave him by check. We shook hands and he said he would need 4-5 days to get the material and start the work. Over six months later he has neither begun the work or refunded my deposit in spite of telling me when I called him that he would be there "next week", "by the end of the week", etc. I sent him a certified letter on October 7, 2014 telling him he needed to return my deposit or I would be forced to take legal action against him. He called me on October 13, 2014 saying he was going to return my deposit the next day. He did not do so.
Description of Work: He did not provide the service and kept my money.
