The contract amount was for $5,800 with a $2,900 fee paid up front per Mr.Thomas's request. Mr. Thomas continued to delay the project and I had asked for my money back due to numerous missed deadlines and broken promises. He told me that he would refund me the money if he did not come out to start the project on 4/25. He did not come out on 4/25 and did not refund my money. His crew of 4 men then came out on 4/26 and ripped up half of my patio working from 8 am - 3 pm. They came back again on 5/17 and took the bobcat that was parked in my yard. After close to a month of no additional work being done, I asked for my money back again on 5/22 to no avail. Mr.Thomas threatened me and said that he would put a mechanics lien on my house if I pursued legal action. The company completed 7 hours of work in 2 months and still has $2,900 of my money. Mr.Thomas has put me in a much worse position now than I was to start. I had to pay another contractor $8,500 to fix the damage that Mr.Thomas's crew caused. I am asking that I be paid back $2,900.
Description of Work: Mr.Thomas and I went into contract on 3/16 for his business, Top Quality Concrete, to remove an existing 43x15 ft patio and pour a new patio with the same dimensions.

Had a driveway installed at my home in Apr/May - 6"thick, wire mesh and rebar reinforced. The thing should have lasted forever if installed correctly. Less than one month after the install the driveway started cracking on the corners. After 2 months a crack formed across the entire width of the driveway and I'm up to 4 other cracks around the corners. A structural engineering buddy of mine stated that this is due to poor compaction. There is also a black coating and an alligator skin like pattern on the top of some of the concrete. I understand that this is from working the mix too much during the pour. The driveway was never sealed as stated in the contract. This is after 5 months and it should have been done within one month of completion. During the install, before the last pour (they poured 1/2 of the drive one day and the other 1/2 a couple weeks later due to the weather) I pointed out that the water drain was sloping the wrong way (away from the drain pipe). Thank God I found this. They would have poured the drain in the way it sat and I would have had a huge mess on my hands. They even tried telling me it was okay until I insisted that they simply add another outlet for the drain. I'm not the smartest guy in the world but I at least know water doesn't naturally flow uphill. I can't tell others what to do, but if I did this over again, I would have held the last payment until the driveway was sealed. That would have given the driveway time to settle and crack. Once Top Quality Concrete got the last check that was it. I'm still in contact with the owner but I just can't get him to come out and look at the defects in order to resolve this issue. I'm to the point now where I have contacted an attorney which will cost me even more money.

I am giving every detail in this review, and anyone hiring this company would do well to read it for the sake of saving yourself a lot of time and headaches. The job was for a new driveway and retaining walls on either side of the driveway. The job was contracted out in the first half of January and at the latest had a completion date of March. The job was completed at the end of April. Several reasons for this. Over the time span there was definitely a couple weeks of low temperatures, but most of the delay was due to the contractor. When demo started on the project the driveway came out quick. The retaining walls were much thicker than we thought (almost 1.5 ft in places), so the jack hammers they used turned a 3 day demo job (what I was told it would take), into a total 3 week demo job. On day 3 of the demo I inquired about the permits required for the job as I had not seen any posted or given to me. I was told on day one bidding with the contractor that all permits would be pulled by the contractor. Homer, the contractor I dealt with, said that he had a friend that works in the area and that no permits were required. I inquired myself and the township definitely required a permit for the job. Big strike for me professionally, the contractor lied to me. I had to stop all work, and then wait more than a month before. During demo, without asking, they chopped all of the limbs off of the lower half of my tree to get a better angle with the jack hammer. I may have let them do it, but that is something you check with the owner (I was home all day), and not take liberties with my property. The tree limbs won't grow back and now it's an eye sore in my front yard. They parked equipment and a vehicle in my neighbors driveway without asking them. I asked them twice to please not use their driveway, and it took over a week for them to clear the driveway. Of course I was given excuses, but it was there for a week. They didn't care. During the time I was waiting for a permit and they were not working I had exposed ground where the wall use to be and also where the driveway use to be. My driveway is a sharp decline. They did not initially cover the grounds with tarps to protect from rain and run off. I had to contact the contractor to have someone come out and cover the grounds. This was already after we had rain. Once the permit was approved I was called to come pick it up and pay the fee. Since the original agreement was that all permits are pulled by the contractor I gave the township his number to call and pick it up. There's no telling if that was just a fluke of the office not knowing who to call, but at this point I did not trust the contractor. The footers were poured properly in preparation of the retaining walls. Retaining wall design was mortarless veneer stone over cinder blocks. Backside of veneer stone has mortar to join into wall. --**Something to note here. At this point I had realized that the company I hired, sub-contracts all of the work to multiple people**-- The reason I highlighted that is beacuse it's one of my main gripes. The contractor was out on my job only a couple of times in person. He did not manage the work in person, and I was left micro managing everything. I received communication when I asked questions, I was never readily given communication as the project went on. The men putting up the walls had to build the cinder blocks twice. They told me the only information on the job they were given was how far apart the walls should be. That is it. When I informed them that after the veneer stone was put up, my new driveway would be 8 inches narrower than my previous driveway (and it was hard enough opening my doors!). After the contractor talked with the men over the phone they said they were told to just push the walls back as far as they would go. How is that a reasonable fix to the problem? No measuring? No looking at the project and determining a solution? Like I said, I had to micro manage in order to see it done properly. Afterall, pushing the walls back all the way would defeat the purpose of having footers in the ground to support the walls, but my contractor clearly didn't think of this or he didn't care. The veneer stone was then put on and the mortar is showing all over the place when it is not suppose to be visible between the stones. The stones were not cleaned, so there is mortar smeared everywhere. They also did not measure the capstones length because on one wall the capstone comes flush to the end, and on the other wall it comes up 2 inches short and the veneer stone is sticking out by itself. The job looks like a child did it. On the very last day of work I told Homer I needed him back out here to touch up the walls and he said he'd have him out here within a week. It is now well over a month, several email exchanges later and nothing has been done. He even had the nerve to say that it was not on him, but the men who constructed the wall and put up the stone. I told him that I did not hire nor pay those men, I paid him, the contractor, and it is his responsibility to see the work is done correctly. As if that is not enough I found a section where the driveway meets the wall and there isn't even stone there. Just an empty spot where veneer stone should be. I would use an extra piece left over, but they did not leave me any, and considering how much I saw leftover shortly before they finished I have to assume they trucked off with the leftover stone I paid for. I should also mention that to keep on whatever their schedule was, they were finishing the wall after the sun went down and in total darkness. They left close to 9pm without asking me to inspect the work which I can only assume is because they knew I would not approve of the smeared mortar or unfinished capstone on the end. For the driveway our main goal was to eliminate our car from bottoming out at the bottom of the driveway where the garage entryway is. After asking multiple times how this would be done I only got responses with no details, just phrases about his depth of experience (despite the fact that it wasn't HIM personally working onsite). Asking the workers, they had no clue about details or how it would be done, only that I should trust them and it would turn out alright. The driveway itself is good concrete which is pretty much the only positive thing I have for this review. I have yet to test out if our car bottoms out still. The resurfacing on our front concrete steps starting cracking 3 weeks after they finished. It looks great, but up close the cracks are visible and will only get bigger with time. Before winter comes this year I'll have to fix that myself. Waste of money. To top it all off the contractor refuses to send me an invoice for the work completed. He does however always ask for me to leave a positive review. Actually said in one email I don't want to leave a negative review because the job is not done 100% (i.e. the retaining wall fixes). Could mean differently, but this implies to me that the work definitely will not be fixed if I leave a negative review. Since it is over a month of asking for an invoice and a fix on the retaining wall I am convinced it'll never happen anyway. To sum up, the job was delayed due to no permit and being lied to, had to micro manage every day they were on the job, contractor makes as few visits as possible to the job site leaving me wondering who's managing and if anyone knows details about the job, retaining wall has a poor finish to it and contractor claims it is not his responsibility, refuses to send invoice for the job. No I do not recommend this contractor. I do not recommend him to anyone for any kind of work. He is not professional, says what he needs to including lying, and once is paid will absolutely be impossible to work with, or contact for fixes.
