Already wasted enough of my time on this company so I'll make it short in hopes that I can save you the headache. Bought a house in Jan 2022, the asphalt was "new", about 4 months old. The project required a permit per the county, there is no permit on file for the job. Finally got a hold of someone name "Charles Holmes" to come out and confirm that he completed the project. He came, confirmed that he completed the job in Oct 2021 and that any issues I was having weren't his problem because "that's how the lady (the previous owner) wanted it". He said he was "95% sure" he didn't need a permit for the driveway job. The asphalt is uneven, crumbling, causes flooding back up to the house, and its extends 10ft over a utility easement and into the right-of-way. He said he would demolish all the asphalt for $4,000, which I declined. He refused to honor or acknowledge the 1-year required warranty. A simple CCB search for BlackRock llc. confirms that this isn't a business you want to contract with. Richard Pierce is listed as the owner but all numbers online are dead-ends. Anyways, do your CCB search, these guys have multiple complaints, penalties, and suspensions. I've seen other comments where the owners reply to bad reviews and argue with customers so, Charles & Richard, if you're reading this, don't even bother wasting my time and just respond to the CCB complaint.

Overall, the estimate process was good with them and he was here within two hours of posting the request and answered all my questions. He provided a verbal bid without measuring.
Description of Work: I dug a trench for a NG line and had to cut approx 100 feet of asphalt. Need the trench patched at minimum and would like to talk about seal coating after the patch is complete.

As the HOA board member in charge, I invited three companies to bid on the specs; Blackrock won with the lowest bid. They came in April on a day that was raining. I had read online that you need dry weather for pouring asphalt, so I asked if we could postpone, The person who did the estimate (London) told me it was no problem, that they could use the hot asphalt that had been ordered on another job, and we rescheduled for May. The person who came (CHarles) arrived too late and with the wrong machinery to do the job, so he asked if we could reschedule. I have called and emailed over 20 times, and they either don't answer the phone, or make excuses and keep putting me off. I'm guessing they no longer want the job, but are not telling me that. A third, extremely rude person (Richard), blames me for when Charles came unprepared to do the job, and late. I already advised the two other companies who originally bid that I would not need their services, so Black Rock is leaving me high and dry. I have never had a such a weird experience with a company, and don't know if they have any obligation, having bid and having been notified in writing that their bid was accepted. I want them to complete the job they bid on, according to the specs provided. I am happy to change my grade and review if they schedule promptly and do a good job, but at the moment, feel I have no choice but to warn others.

Description of Work: Blackrock paved 300 feet of my formerly gravel parking area and driveway. It did a fabulous job. And a year later Charles Holmes of Blackrock came back and re-sealed the work as part of normal follow-up maintenance. I can't say enough about the service and professionalism of this company, and especially of Charles Holmes.
