We had a terrible experience with Clem. Having never moved a building before, we had no real understanding of the experience. The house was moved in 2003, and it went on and on and on. As things dragged on, we repeatedly requested a project plan, and he simply could not seem to come up with one. In 2006 we set a defined 12 month budget. He blew it in 6 months, in spite of repeated warnings that the money was not being paced. In February of 2007 we fired Clem because the project was dragging on and we realized (albeit late in the game) that something was really wrong. Shortly after firing Clem, we received a notice from Portland's Department of Building Services. We found out that Clem had not been properly taking out permits, that the permits that he had taken out were insufficient for the work done, and he had not followed the engineer's plans for the foundation and omitted the steel beams that connect the building to the foundation. 2007 was spent trying to clean up Clem's mess....
Description of Work: Clem acted as the general contractor on our project. We were involved with the moving and relocating of an historic building that was going to be torn down. He interfaced with the building movers, selected subcontractors, planned the work to be done, and supervised the work of the subcontractors, and was responsible for securing building permits and ensuring that the proper inspections were completed. He was the general contractor who's stated specialty was the relocation and restoration on historic structures. If you want confirmation of our story, please call Ed Grube at 503 222 3184. He's the attorney we had to hire because Clem seemed to be more focused on defending his position, rather than trying to find solutions to the problems he created for us.
