Description of Work: I needed a gas water heater replaced in a residence in Aloha OR. Mr. Hill was the first to agree that he had availability to do such work at my rental home, that had a non-working water heater. At the time I contacted him, he didn't "push back" about his schedule, or indicate that he had to rearrange his daily schedule to accommodate this request. After learning my needs, he indicated that he would install the water heater for $1,700, labor and materials. I was completely surprised by the price he quoted, but I had been dealing with a home warranty company that had dragged their feet for several days, and had not found a local company willing or able to do the replacement. After setting up the appointment to do the work that day, I notified Mr. Hill that I was an Angies List member (as Mr. Hill offered a 10% discount coupon on the website). After doing the water heater replacement, which I have not actually seen first-hand, Mr. Hill requested payment. His coupon was for 10% off plumbing services, with no stipulations. He told me that I owed him $1,600 for his services. In good faith, I sent him a check for that amount, but included a copy of the coupon and a note indicating that 10% of $1700 was not $100. He cashed the check anyway, without any reply. According to both Angies List and Home Advisor, the average price for a water heater replacement in the Portland, OR area is $1,148. Therefore, $1,700 represents nearly a 50% increase in price from the norm in this area. Added to that, this guy wouldn't even honor his own discount advertised on AL. I reside about 70 miles from the rental property address. With the delays I was encountering with the warranty company, I was in need of getting this water heater replaced. Despite this contractor's ready availability to do the work, this price is HIGHWAY ROBBERY! In my subsequent communications with this dishonest jerk, all he could do was make excuses, and offered no resolution to my grievances, either positive or negative. What a dirt-bag! In my opinion, is not close to worthy of being an AL contractor! I plan to inspect the appliance installation in the near future. If I find any code problems or installation inconsistencies, I will be contacting the CCB. Added to all that, I have twice requested a paid-in-full invoice. You guessed it...no response, and no invoice.
