Capitol Fence was founded by Jim Bassard in 1957, and was ran as a family business until August of 1980 when it was bought by Robert Hulvey, and is still run as a family business. Capitol Fence is now the oldest family-owned fence company in the Columbus area including Franklin and Fairfield Counties. With our recent move to Canal Winchester we want to give the home owners and businesses of Fairfield County the same high level of service that our repeat customers have come to know and trust. I met the owner in a store that I went to. I noticed his car outside the store and asked if he would do an estimate. Several weeks later after getting other estimates, he was choosen to do the job.
Description of Work: Put a privacy fence in my back yard. The two men who persormed the job also worked it so that the tree that would be boxed off was placed like it was placed in the fence. Great Job!

I feel the two men worked hard at putting the fence together. They even conformed a tree into the fence so it would look right. Robert also said he added an additional 8 feet of fence that was taken down, which my last neighbor had put up. He also double sided the fence facing the street. I had asked if there was extra fence left over if it could be put in these areas.
Description of Work: A privacy fence was installed in the back yard with two gates. The work was done by two guys who were friendly and work oriented. A down payment was paid to start the work and the rest was paid in full after the work was completed. After becoming a member of Angie’s List, I looked up Capital and read there would be a discount for being a member of Angie’s list and a senior citizen with Capital. After mentioning to Robert about the discounts a 10% discount was given. 5% for the Senior and 5% for being an Angie’s List member.

The home owner was given 10% off thats a 5% for being a Angie's List customer plus a 5% senior discount plus I installed 8 feet of additional fence at no cost which would have been an additional $159.00 dollars . In closing he was given 3 discounts.

Capitol Fencing returned my initial call quickly and were willing to do a small fencing repair job. All the other fencing companies I called either didn't want to do a repair job or simply never returned my calls. I did get an estimate from a handyman company. They wanted $800+ materials to replace 12 boards. The Capitol Fencing workers were very polite, professional and knowledgeable. They arrived and went to work immediately. Before I knew it, the job was done. They did a great job. When I'm ready to replace this entire fence, Capitol will be doing the job. I like working with companies that service what they sell.
Description of Work: Company replaced damaged cedar fencing boards. Approximately 23 -24 boards were replaced.

We are not going to go with them as their estimate was too high. They were very responsive. They came right away and were really very nice. Probably we were looking at their most expensive product. I would not say that it was their fault s they gave estimate for what we asked for. The guy who came was very nice and we were very pleased with them.

It was absolutely a carefree experience! We just bought a house in Hilliard and have not physically moved in yet. Bob has made this process so easy for out-of-towner like us. He was the only one who actually went to the property to before giving us the estimate--and the most reasonable quotes compared to others. He completed all the tasks on time as promised and his crew did a clean and thorough job. Even our new neighbors were impressed with the speed of this whole process! Job WELL DONE.

The crew was able to complete the work in about two hours, after which Bob came to show us the work that was done. I would definitely use them again.
Description of Work: I called Capitol as a neighbor had work done and had a very positive experience. I called Bob to have three decaying posts replaced, warped fence boards replaced and three new closures put in. Bob walked the fence and walked me around to show me the boards he felt needed to be replaced (7) and explained how the new posts would be installed. He said he would be able to have the work done within the week. A crew of three came out later that same week, dug the old posts up, poured contrete and set the new ones, three updated closures were installed and the warped posts replaced.

The company started the work on Monday (4/2/07). The crew completed most of the work in two days. They returned a week later to complete the job which was to install tension wire on the fence and run. On 4/10/07, all work was completed satisfactorily. Even though the contract states 1/3 Down and Balance Due on Completion, Capitol Fence charged the balance to my credit card even before the company had started the work. I was not pleased with that. I was also not pleased with the company's inability to arrive at the times and dates scheduled. Approximately three years ago, Capitol Fence did some repair work on one of my fences after a deer crashed it. I was extremely satisfied with both their work and promptness at that time. That is why I hired them again to do this current work.
Description of Work: Capitol Fence, Inc. installed 80 feet of chain link fencing at the rear of my backyard. The fence was 5 feet in height. The company also built a dog run (8 ft width x 15 ft length) in my backyard and adjusted a fence gate free of charge. Robert Hulvey (owner) responded on 3/26/07 per phone to my request for a free estimate. He told me "I'm on my way" to your home to provide the estimate. We spoke at approximately 9:30 AM. Robert arrived at my home at approximately 6:30 PM. Explained that he was so late because of a dental problem. I accepted the estimate and paid the 1/3 deposit (per credit card), as required by the contract. Two days later, Robert called and said that the crew would start work on Thursday (3/29/07). On Thursday, the work start was delayed until the next day (Friday). On Friday, the crew did not show up and the company did not call. Teddy, the crew leader, called Sunday (4/1/07), stated apologetically that the "no show" the past Friday was due to a truck breakdown.

ON THE MORNING HE CALLED, I TOLD HIM I WOULD BE ABLE TO GIVE HIM A FREE ESTIMATE THAT DAY. THERE WAS NO SET TIME FOR THIS FREE ESTIMATE AS I KNEW I HAD A DENTAL APPOINT THAT MORNING. I CALLED HIM LATER AND ADVISED HIM I COULD BE AT HIS HOME IN APPROX. A HALF HOUR IF HE WAS GOING TO BE HOME. ON APPROVAL OF THE CONTRACT, THE FULL AMOUNT WAS SENT TO THE PROCESSING COMPANY. THERE IS A 3% CHARGE I HAVE TO PAY FOR EACH TRANSACTION SENT OVER AND THIS TRANSACTION WILL NOT BE ENTERED INTO MY BANK ACCOUNT FOR TWO FULL BUSINESS DAYS, NOT INCLUDING WEEK-ENDS OR HOLIDAYS. THE CUSTOMER HAS 30 DAYS TO DISPUTE THIS TRANSACTION AND WOULD RECEIVE A 100% CREDIT TO HIS ACCOUNT IF FOR SOME REASON THE WORK WAS NEVER COMPLETED OR IF HE WAS NOT SATISFIED. THIS TRANSACTION WAS MADE AT 8:45 AM ON THE 29TH OF MARCH THE DAY I PLANNED FOR THE INSTALLERS TO BEGIN THIS PROJECT. THE FUNDS WERE RELEASED TO MY ACCOUNT ON APRIL 2ND. AND THE WORK WAS COMPLETED ON THE 4TH. IF THE TRUCK HAD NOT BROKEN DOWN THE WORK WOULD HAVE BEEN COMPLETED ON THE 2ND. THE CONTRACT CALLS FOR BALANCE DUE UPON COMPLETION. IF YOU REVIEW HIS CONTRACT YOU WILL SEE THAT HE WAS NEVER CHARGED FOR A BOTTOM TENSION WIRE. I HAD TO SPECIAL ORDER THIS IN THE WIRE AND PAY MY INSTALLERS TO INSTALL THIS FOR HIM AT NO CHARGE. THIS WAS A $150.00 COST OUT OF MY POCKET. UNFORESEEN PROBLEMS ARISE AND HAVE TO BE DEALT WITH. IN ORDER TO INSTALL THE WIRE FOR HIM AT NO COST, ANOTHER CUSTOMER WAS DELAYED ON HIS PROJECT.

They did a nice job. Called a number of fencing companies before anyone would return my call. Some made appointments, then came two hours prior to the agreed time, found I was still at work, and left a card. Capitol Fence was organized and prompt. The two men who installed did a nice job, worked hard, did not waste time. Required a minor adjustment on one rear gate 10 mo. after installation. Had to make more than one call, but eventually they stopped by to fix it (the ground had settled & the latch was off by 1/2 inch). Would recommend them to others.
Description of Work: Rear yard fenced in with gates on each side. Due to heavy shade on south side of yard, fence height adjusted to allow for sun to reach grass: Six foot fence on north side with more sun, but tapered to four foot fence around shady corner. Did this per their recommendation, which turned out to be a good idea.

I RECEIVED FOUR ESTIMATES AND CAPITOL FENCE HAD THE BEST PRICE. HOWEVER, AS WITH MOST CONTRACTOR'S, CUSTOMER SERVICE SKILLS SOMETIMES LACK AND UNDERSTANDING EXACTLY WHAT THE CUSTOMER WANTS IS NOT SEEN AS A PRIORITY OR REQUIREMENT. THEY DIDN'T CALL PRIOR TO BEGIN WORKING ON THE PROJECT, WHICH IS A SORE SPOT WITH ME. I WANT TO KNOW WHEN SOMEONE IS COMING TO WORK IN MY YARD. ALSO, I WAS EXPECTING HIS CALL PRIOR TO WORK SO I COULD FIRM UP SOME PROJECT DETAILS. BECAUSE I NEVER RECEIVED A CALL AND CONSTRUCTION HAD ALREADY BEGUN, I WAS NOT ABLE TO CONVEY MY PROJECT DETAILS WHICH CAUSED SOME CONSTRUCTION PROBLEMS/DELAYS. THE INSTALLATION CREW DIDNT SHOW UP FOR 3 DAYS, DESPITE MR. HOLVEYS ASSURANCE THAT THE PROJECT WOULD TAKE ONLY ONE WEEK. AS HE WELL KNEW, OUR NEIGHBORS ON THE NORTH AND SOUTH COULD NOT LET THEIR DOGS OUT, AND WE HAD TO PERSONALLY MOVE LUMBER FOR FIVE HOURS TO HOST A FAMILY EVENT. THESE AGAIN WERE ALL CONDITIONS THAT HE WAS VERY AWARE OF. THE CONTRACT STATED THAT THE BALANCE WOULD BE DUE UPON COMPLETION, THEY BEGAN ON AUG. 6TH, HOWEVER I HAD ALREADY BEEN CHARGED TO MY CREDIT CARD ON AUG. 2ND FOR THE ENTIRE BALANCE (BEFORE THE PROJECT HAD EVEN BEGAN). THE PROJECT WASNT FINISHED UNTIL AUG. 16TH. THE GATES WERE ALL MISSING TOP BOARD CAPS AND LATCHES, AS SHOULD HAVE BEEN INCLUDED PER OUR CONTRACT. WE LEFT MESSAGES FOR A WEEK AND A HALF TO WHICH HE DID NOT RESPOND, HE RESPONDED ONLY AFTER WE WROTE LETTERS TO HIM AND THE BETTER BUSINESS BUREAU. IT IS A BEAUTIFUL FENCE, BUT WAS A HORRIBLE PROJECT.
Description of Work: IN JULY WE SIGNED A CONTRACT WITH THEM FOR THE REMOVAL AND INSTALLATION OF A NEW FENCE. BOB HOLVEY WAS THE PROJECT MANAGER, AND OWNER, SOUTH FENCE BOARDS WERE TO BE SPACED TWO INCEHS APART, PER THE CONTRACT, BOB VISITED THE SIGHT AND APPROVED THE FENCING THAT HAD NO SPACING. THE CONTRACT STATED THAT WE WERE RESPONSIBLE FOR THE FENCE PERMIT, WHICH WE SECURED. CONTRACT STATED THAT HOLVEY WAS RESPONSIBLE FOR CONTACTING UTILITIES FOR THE PROPER MARKING OF UNDERGROUND LINES. THEY DID NOT CONTACT THE UTILITIES AND WE WERE OUT OF GAS FOR THREE DAYS. HOLVEY CONTACTED HIS OWN GAS COMPANIES TO REPAIR IT BUT LEFT NO NUMBER TO REACH HIM OR US, AND AFTER THREE DAYS, WE FINALLY RECONCILED THE ENTIRE SITUATION ON OUR OWN WITHOUT HIS HELP. IT WAS NOTED TO HIM THAT WE HAD AN 18 WEEK OLD BABY AND WE WERE UNABLE TO BATHE, HEAT BOTTLES, OR MAKE OUR MEALS FOR THREE WHOLE DAYS BECAUSE OUR HOUSE IS COMPLETELY GAS RUN.

AFTER WE PAID THE INITIAL DEPOSIT, THEY DROPPED OUT OF SITE FOR A WEEK. AFTER THE WORK BEGAN, THE WORKMANSHIP PROVED TO BE VERY POOR, AND OUR FENCE WAS LEANING AGAINST THE NEIGHBORS HOUSE. WE ASKED FOR THE WORK TO BE REPAIRED, AND HE DEMANDED PAYMENT OF THE $800 BALANCE BEFORE HE WOULD DO SO. WHEN WE DECLINED TO PROTECT THE $4000 INVESTMENT WE HAD ALREADY MADE, HE CAME TO OUR HOME AND TOOK THE MATERIALS ALREADY INSTALLED WITHOUT OUR KNOWLEDGE OR CONSENT. WE ARE NOW PURSING THIS THROUGH THE COURT SYSTEM. HE USED SUBCONTRACTORS WHO CLAIMED TO US THAT THEY WERE HOMELESS. WEVE HAD ANOTHER PROFESSIONAL FENCING COMPANY INSPECT THE WORK AND THEY STATE THE WORK IS AS POOR AS ANYTHING THEYVE EVER SEEN, AND QUOTED A PRICE OF $2,500 TO REPAIR JUST THE REAR SECTION.
