He stopped leak but did not reconnect hose and ruined our kitchen floor

In mid November, one of the two owners/partners of the company came out on an after hours call to do some plumbing for us. He replaced the valve and the line under the kitchen sink, but he forgot to connect a hose in the sink. Since we have laminate flooring, our floor was ruined from the leak. He didn't want to turn it in to his insurance, so he signed a letter stating that he would either replace the flooring or we could buy the materials and he would supply the labor for free. We found out that after Christmas/early Jan, we tried to call him again and the number was disconnected. I couldn't reach him so my wife and I went to the physical location in Columbus. The truck there had a different phone number so we called it and the man I spoke with knew nothing about his partner coming out to do the work in our home. He said his partner no longer worked for him and had even stolen items and emptied out his bank account. He told me he would call me back the following day. He never returned my call so my wife called from her phone and he answered. We told him we'd be contacting the attorney general and he said he would come out, and still never did.
