When the DEP inspected our land in July 2007 to tell us where our septic, leach field, and well should be placed when we built our new home, Bill Walcutt was present as the Roxbury Town Building Inspector. He offered, and we accepted his suggestion to bid on the excavation for the house, the finish grading, and the installation of the septic system and the leach field. We thought it would be a good idea to have the town Building Inspector ?on our team,? and give work to the locals in the area. Unfortunately, this can only work if the person is honest. Three years later, we discovered that Mr. Walcutt is running for Town Supervisor in Roxbury. It is a very bad idea to elect this man. Below is the experience we had with Bill Walcutt from July 2007 through May 2008. Home owners and general contractors beware! Voters can decide for themselves if this man is trustworthy enough to be Town Supervisor of Roxbury. 1. Bill Walcutt collected money from BOTH our General contractor and from us for the same work. When confronted, he denied thedouble billing. 2. Bill Walcutt removed at least 15 large truckloads of topsoil from our land, without permission or payment. One day we followed him, and discovered he was using it to build an extended parking lot for his trucks at his own house. One Saturday night about 11 PM, we caught him driving his truck up our driveway. When he saw us, he skidded backwards down the driveway and sped away. We filed a police report for trespassing. He said it wasn't his truck, but "it'll look like a golf course when I finish!" 3. Only a month after he finished our septic system, raw sewage backed up into our shower. When Bill returned to fix the problem, he dug four large holes in the ground (six feet deep) because he couldn?t find the septic box that HE had installed! After locating it, the intake pipe was found to be jammed against the opposite wall, preventing any flow through the pipes. After sawing off the pipe, he left us with the four holes in our backyard, and never came back to fill them. "It's my birthday," he explained. 4. Bill poured the cement pad for our prefab modular garage according to their specifications. However, he measured wrong, and the garage overhangs the cement by six inches. Bill denied anything was wrong. "Close enough," he said. 5. On May 16, 2008, the house was finished. We asked for a C.O. (Certificate of Occupancy), required by our bank. As roxbury Town Building Inspector, Bill said, ?If you want to slip me a couple hundred dollars, I wouldn?t refuse it. I can get your C-O anytime.? Fortunately, our General Contractor was able to supply a C.O. for free. Bill mailed a copy of the C.O. in late July (without the bribe), over two months after we needed it. 6.Bill?s contract included York raking, removal of rocks, finish grading, and seeding of the 4 cleared acres around our house. Mr. Walcutt completed none of this except seeding over the leach field. We purchased a small tractor, removed rocks and boulders, and finished and planted over 3.5 acres ourselves because Bill never showed up to finish his contract. We filed this report in September 2011 after we learned that Bill Walcutt is running for Town Supervisor in November! Frankly, we think Tom Hynes is doing a fine job as Town Supervisor. We?d hate to see him replaced by a man who can't even complete private contracts responsibly and honestly, and whose response to problems is blatant lies and no followup after collecting a total of $27,400 from us. His work record speaks for itself. God only knows what he'll do to Roxbury if elected.
Description of Work: Bill Walcutt was hired to perform the following: 1. Rough excavating for the basement. 2. Rough grading of the 4 acres around the house 3. Limited tree removal (extra) 4.York raking (removal of rocks) and Finish grading, seeding of 4 acres. 5. Installation of septic system, pipes, and leach field\ 6. Pour and level the cement pad for our prefab modular garage. 7. (as Roxbury Town Building Inspector): Issue a Certificate of Occupancy as required by our bank.
