Other problems: Then I was told by Harvey when asked the question: What kind of windows am I getting. I was told the 3rd best company in Rochester. They were great windows, I will love them. I asked many times and didn't get the answer I was looking for. So, when the men were putting them in, I asked where the windows came from and the answer was: HOME DEPOT or some other similar place (I forget). Their boss got them at only 2 places. My reaction: WHAT! My nephew, Jason Slattery, is the manager at the HOME DEPOT store in Victor, NY. and Harvey assured me they were lots better than HOMEdepot. I don't consider Home Depot to be the 3rd best in Rochester. I could have had this all done by my nephew and he would have gotten the commission. What was the point of the grant program to make John Betlem a ton of money? Did they get the grant and not mom? I thought it was to help mom out financially. Well, I wasn't happy hearing the quality of the window wasn't there. Once installed Harvey appoligised and thought the quality wasn't there either and offered his commission to make up for how bad he felt. But I'm the one who has to live with the poor quality and the quilt of feeling I didn't do my homework on JB. But there wasn't anyone to turn too. I don't want this to happen again to anyone and that is why I'm signing up on Angie's List. I need a quality window that is priced right for the other half of the duplex. I think I have found one. The company I had come by today for an estimate is on the list as an A. The price is a better price, better windows and more windows. Pella looked at the outside of the window that was bowed. Salesman at Pella said a bowed window is a window that is too big for the hole. He said this window is bowing right now. It will turn yellow and it's not a good quality window. I will be disappointed down the road with the whole job. I know because Harvey and I thought the same after instulation. Then there was the problem with financing. I was told there wouldn't be any interest. But after siging with Wells Fargo with Harvey. I got a copy in the mail. I looked at it on Sunday which was the 3rd day. I flipped over the contract and on the back it said Mom would be paying 25% interest. WHAT! I cancelled by fax. They had to carry the loan, but it just still feels like too much paid to them. Kathy Betlem and I went around and around. I told her I would pay by spring and it was paid in full on 12/20/11. It had been a long drawn out process of 8/4/10 to 12/20/11. Yes, over 1 year. I have a 4 inch file on the whole process. I hope I don't have a bowed window although the Pella salesman said I do. I could see it bowing on the outside too. I haven't been in the duplex (673 unit) to see if there are any other problems. I feel I paid a lot more than initicially thought I would have to pay. I do know John Betlem got all the money. The furnace they put in a metal pipe between the two houses and today I notice the gray putty stuff has a chunk fallen out at 671 Erie Station Road. I don't know what it is like at 673 Erie Station Road. It's an easy fix, but I don't have the stuff to do it with and I don't know where to get it. I thought of calling JB, but we left on such bad terms I don't know if I trust them to come back. They have done 2 furnaces for us and a thermostat recently and I have no complaints, but the windows are another deal. Well, other than that grey stuff falling out.
Description of Work: John Betlem Heating and Cooling, Inc., 898 Clinton Avenue South, Rochester, NY 14620 Phone: 271-8888 The pricing is very confusing. Between the Government program making changes in midstream, Harvey, Kathy Betlem, interest, no interest etc. I signed the first agreement: Total cost: $9,317.50 it includes a price of a furnace for $3,195.00 = $6,122.50 being the cost of the windows. But at the time we only talked about the Grant program NYS (NY Performace with Energy Star) that was going to pay 50%. Well, I'm thinking with the 50% grant the most I would have to pay is $4,658.75. This is for 9 windows and the furnace. But then the government wouldn't or Betlem wouldn't get the approval. They had help that seemed to be having a difficult time and I blamed the secretary at Betlem and State Program. JB in-turn blamed the government program. Jan 1, 2011 a new program came out and everything changed. The actual cost of $7,576.50 is much more than $4,658.75 I originally thought my mother would have to pay for the furnace and windows. I watched the cost inch up, up and up. Betlem took it upon themselves to write 2 contracts and signed my name to them. I was told, "I okayed the signatures over the phone." But I don't think I would ever okay something that was an increase unless I was confused and we didn't have a meeting of the minds in contract law. I would only hold them to the original agreement. I wouldn't sign something totally different and costing mom more. I never get a copy of the 2 contracts until the end when I had to go to Rochester to speak to an attorney, William Deedes, for review. He said John Betlem usually has a great reputation and he would not do anything for me. I left feeling they weren't all that great to me. So, I decided to negotiate it myself. I believe I was told by the salesman I had to agree to the new contracts or the program would just drop me. I asked more direct questions as to the cost of the each window written. So, I knew exactly what the new prices would be. Harvey said there were mistakes in the figures and he would call with new figures. I never got a figure to the cost of each window. But they said I agreed to 2 new contracts: 1. $4,060.00@10% grant=$460.00 (this check was given back to John Betlem, RGE cut it to my mother, but she was told to pay it to John Betlem) 2. $ 4,555.00 @30% grant = $1,366.50 1st payment: 9/21 $1,500.00 check 9922nd payment: 9/26 $2,000 check 5263rd payment: 10/4 $995 Money Order at M&T 5006577304th payment: 11/4 $995 check 5275th payment: 12/20 $400.00 531 (paid the RGE check back)6th payment: $320 made by the salesman where he gave up his commission due to telling me he thought I got a raw deal. 7th payment: $1,366.50 30% grantTotal Amount Paid: $7,576.50 less furnace cost : -$3195.00 Total Amount Paid for windows: $4,381.50 Total for Furnace and Windows 1st contract: $9,317.50Total for Furnace and Windows 2nd - 2 contracts: $4060.00+4555.00=$8615.00 (I never had a copy until the end of completion of job and after I complained that I was never given a copy of the 2 contracts I never signed.) By this time and just like when working with them I'm so confused. I don't know if I'm coming or going. The government said: The tenant hadn't presented enough information, but I called and the first contract started 8/4/2010. My calls to the gov't program started exactly 30 days from signing application. So, although the government said they had a fast turn around on the applications, I didn't get this from them. I contacted the gov't again, again and again. I have emails, documents, dates, etc. 1/1/2011 came and the government had a new program. I found the government got all the information, but later would ask for something different. Or say they didn't get it from Betlem. I was faxing everything directly to Betlem and the Government because they said Betlem wasn't doing their job. I got the feeling they wanted to put me in the following year and were dragging their feet, but they did have a secretary problem with paperwork at Betlem too. I was given the comment "new girl". Later John Betlem came and told me the 50% grant was 30% due to mother having a living will meaning she didn't own the property, but her kids did. But I didn't get 30%, but the program changed in Jan 1, 2011 and I only got 30% and 10%. Which meant my mother who is 83 years old is going to have to pay more because 30% decreased to 10% was finally approved. NY Home Performance with Energy Star: Signature Page- Contract copy: I wrote: I will sign this when job is complete. 1. bowed window in kitchen and will not close. 2. part missing (latch) due to being broken. 3. kitchen handle needed to be tighten. I hope there will not be a continuous problem with the handle falling off. This form is dated by the contractor Ian Grady ??? on 9/13/11. The secretary wanted me to sign it. I wouldn't until they made repairs. I signed it on 9/21/11 and asked Harvey exactly what will I be paying for the furnace and windows the whole job. He quoted: $6,532.00 I wrote it on this paper. This is yet another figure. But this is what I believed I was to pay in full. NO MORE, NO LESS on that day, but as you can see I paid $7,576.50 if you include the saleman's commission and grant paid and RGE reimbursement. Looks like Kathy Betlem Wells Fargo interest at 25% and she got it and in a shorter period of time. At this point, I just wanted to put space between me and Ms Betlem. Enough for the money.
