Description of Work: Tom Mulligan is the principal at JAM Heating & Plumbing. He presented himself as a general contractor. Upon recommendation I hired him to restore a flat roof deck and re-stucco a house addition. The flat roof never stopped leaking, he and the sub have refused to fix it, re-imburse for the repairs or take any corrective action other than to suggest I sue for it.
