This is an epilogue (we have commented before): Mr. Paucar never completed his project. We "contracted" him (he promised, but never provided a contract) late August 2012 to construct a room divider and perform some ancillary talks around the house. He insisted on $2500 up front, and later, on September 9, an additional $2,000, claiming his subcontractors wouldn't work unless they too received cash up front (beware! this, I am told, is an old trick) I trusted him only because he came highly recommended by a local (Yonkers, NY) Thomasville Furniture Store At first, Mr. Paucar refused to respect our plans for the siding door partition, after quickly throwing together a standard pivoting door. It took much convincing to get him to respect the original plans he had agreed to, and after much time, he replaced the pivoting door frame with a sliding door frame. This was as far as it got; We wasted many a day waiting for Mr. Paucar to appear. After having given up on his appearing one day in January 2014, my wife happened on him browsing a local upscale department store. It was at this point that we gave up, and sought other means to complete our project. We also decided to take him to court, where, after proceedings on May 23, 2013, we were awarded $2,000 (and court costs) in binding arbitration. Mr Paucar never paid or attempted to negotiate the Settlement. Instead, he emptied his Citibank accounts (we subpoenaed the local banks to collect on the Court Ordered Lien following his failure to pay). I have a 10 year lien on his property and income, and a 20 year judgement against his name, but fear that the $4,500 will serve only as the Tuition in the School of Hard Knocks. One final note: Mr. Paucar dealt with us under the name of "Oscar" Paucar. His true name is Jaime O Paucar, something my computer search savvy stepson discovered only by doing a search on his girlfriend, from whose cell phone Mr. Paucar made his business calls. Was he intending to make himself difficult to find? Also, Mr. Paucar falsely identified himself as a member of my ethnic group, presumably to gain my trust. This leads me to believe that, not only was the man dishonest, he was possibly pathologically dishonest. My current contractor(s) are working within a strict contract, and have requested payment only upon completion of work. I believe this is standard protocol, and have written this extended anecdote to help protect others, not only against this particular contractor, but con-persons in general employing similar schemes.
Description of Work: He built a frame for a room divider, and installed a shower door (which later slipped its tracks) and a shower head and (improperly) moved a a ceiling chandelier a foot or two.

Giving the above I had no choice but to enter in to litigation against Mr. Paucar
Description of Work: I hired JPM Improvement Inc to built a partition in my apartment. In between September and October/12 I paid for the service $ 3,500 of a total of 4,000 The company never provided a contract, nor did they finished the project. When I requested a refund, the contractor responsible Mr. Jaime Oscar Paucar never gave back the money or any portion their of. Indeed, the day we were suppose to meet to discuss a pro-rated refund, my wife found him shopping at a local upscale department store . I recommend this company only if you are interested in declaring a tax loss.
