I realized today that their employees (who are building a house across the street from us) have been trespassing on our property and have been stealing water from us! I caught someone in the act of doing that today, and he admitted that he has been doing this for several days. I believe it has most likely been going on for many months, as our water bill has increased despite my best efforts to conserve water (and I witnessed one of their employers leaving our property several months ago, though he was not carrying a 5 gallon bucket of water at the time). Our sewer charge (an exorbitant fee that is part of our bill, based on the percentage of water used) is based on our "Winter Average”. So in addition to the water itself that these people have stolen from us -- which we have been paying for on past bills and will pay for on our next bill as well -- we will also continue to pay for their actions for the next twelve months as our sewer charge will be based not only on the water we ourselves have used, but also on the water stolen from us. When I contacted the water company today in regard to this, they told me to call the police in order to file a police report. I called the police and was told that the theft of water constitutes larceny. Yet when the police officer arrived at my house, he said I could fill out only a self-reported complaint and that they would not treat this as a crime, and that they would not pursue it. The water company is working with me to try to reduce the charges for our winter average, but I need to fill out a quite a bit of paperwork in order to do this. In addition to this, I wasted more than half the day today waiting around for the police office to show up at our house. In addition to engaging in this egregious crime of larceny, they have also been trespassing on our property in order to do this. The hose bib is located on the side of our house, quite a distance back from the road. In addition, our hose bibs are still covered with the styrofoam covers that we placed on them for winter protection. Today I witnessed their employee pushing the cover off to the side in order to access the water. Not sure what crime that falls under, but I am sure there must be a name for that as well. These are criminal acts that will go unpunished, yet I am being punished by having to fill out mounds of paperwork.
