When Little Rock Construction was in the process of doing the work, I would question things that were not done, thinking he completed the task. He would tell me he wasn't done yet. During the process, he canceled on me about 5 times due to sickness with himself or kids. He scheduled what he said was his last day to complete the work. I paid him in full on the premise that I would do a walk through later since I was in the midst of working and could not stop. He said not to call him in a panic with things that I was not happy about. Upon my walk through, I discovered a full sheet of items that were done incorrectly, incompletely, were sloppy and never addressed. I called him the next day, a Friday and left a message that I was very disappointed in the work and to let me know his schedule the following week. I then left for a weekend away. He returned my call and then I called him on Sunday night. He couldn't come back until that Tuesday. When he showed up, he was extremely defensive. He started yelling at me and swearing at me, never letting me get a word in edgewise. I told him not to talk to me that way and to leave. This was what unfinished, sloppy work he still hadn't done. Colored wall paint was splattered on the ceiling and door frames in both bathrooms. This was more than a touch up. In the master bath, there were 4 areas of the walls that were never repaired or patched. Door frames were never primed where he damaged the paint. He just painted over the areas and the dark wood can still be seen through the thin film of paint. The towel racks were installed at the wrong height and were almost one inch off, very crooked. He misplaced baseboard tile and had to get more that then didn't match what was currently installed. The door stops were installed in the doors where there was foot traffic, could easily trip over it. The grout by the shower was very thin and cracking. Water could easily get in there. All in all, this was such a rush job. He received his payment and he was not going to complete the work or fix the sloppiness. His screaming at me and swearing at me was so unprofessional. He did not let me complete my list from the walk through. He stormed out and slammed my door. I will never recommend him to anyone.
Description of Work: Little Rock Construction was retained to do the following services; tile the floor of 2 full baths, patch and repair the walls and ceiling, prime the walls and paint and reinstall the towel racks.

Response from Little Rock Construction
IN RESPONSE TO THE MEMBER, THIS IS OUR THIRD JOB THAT THE MEMBER HAS HIRED US FOR AND HAS REFERRED US TO A CO-WORKER WHO IS A 100% SATISFIED CUSTOMER. IT IS APPARENT THAT THE MEMBER HAS A BIPOLAR DISORDER. IN JANUARY 2009, THE MEMBER HIRED US TO CHANGE OUT THREE VANITIES CHANGE OUT UPSTAIRS BATHROOM FLOORS AND PAINT THE UPSTAIRS BATHROOM. AT THE TIME OF OUR MEETING IN JANUARY THE MEMBER ADVISED ME SHE PURCHASED THE CABINETS AT HOME DEPOT AND THAT THEY WOULD BE IN 4 WEEKS AND THAT WHEN THEY CAME IN SHE WOULD CALL ME TO START THE JOB. AS A COURTESY TO THE MEMBER WE PICKED UP THE CABINETS AND TOOK THEM TO HER HOUSE, SCHEDULED TO START WORK A COUPLE OF DAYS LATER WHICH WE DID. WE WENT TO INSTALL THE CABINETS AND THE MEMBER DECIDED SHE DIDN'T LIKE THE COLOR. SHE HAD ASKED IF WE WOULD TAKE THEM BACK TO HOME DEPOT, KEEP IN MIND THESE ARE SPECIAL ORDER CABINETS. WE TOOK THE CABINETS BACK TO HOME DEPOT AND SAT WITH THE SALES PERSON IN THE KITCHEN DEPARTMENT WHILE SHE ORDERED ANOTHER SET OF VANITY CABINETS WHICH DELAYED THE PROJECT ANOTHER 4 WEEKS. IN THE MIST OF WAITING FOR THE NEW CABINETS WE TRIED TO PROCEED WITH AS MUCH WORK AS POSSIBLE. THE MEMBER TOOK SEVERAL DAYS DECIDING ON A COLOR TO PAINT THE WALLS, AND WHEN SHE DID WE PAINTED THE ONE BATHROOM THE COLOR OF HER CHOICE. AFTER TWO DAYS, SHE CALLED ME TO CHANGE THE COLOR THAT SHE DIDN'T LIKE IT. THEN TOOK SEVERAL MORE DAYS PURCHASING 20 PINTS OF SAMPLE COLORS AND PUT EVERY COLOR ON HER WALL FLINGING PAINT EVERYWHERE THEN,THE BATHROOMS NEEDED TO BE RE-PRIMED AND PAINTED AGAIN. WHEN THE NEW CABINETS FINALLY ARRIVED SHE WASN'T HAPPY WITH THOSE EITHER AND THEN WE TOOK THEM BACK TO HOME DEPOT AND AT NO TIME WAS SHE CHARGED FOR THESE SERVICES. SHE THEN DECIDED TO US THE ORIGINAL CABINETS WE REMOVED. WHEN SHE FINALLY DECIDED ON THE FINISHED COLORS, WE ARRIVED PROMPTLY TO TRY TO FINISH THE JOB. IN RESPONSE TO HER COMMENTS TO THE TOWEL BARS, SHE WAS CALLED INTO THE BATHROOM TO GIVE US THE HEIGHT WHERE SHE WANTED AND GAVE US OKAY TO INSTALL THEM. AS FAR AS THE TILE IN QUESTION, THE MEMBER PURCHASED THE TILE, THE MEMBER WAS SHORT TILE, THERE WERE NO MISSPACED TILES. I CALLED THE TILE SUPPLIER AND HAD HER ORIGINAL RECEIPT PULLED AT THE STORE TO MATCH THE TILE SHE ORDERED. IN MY OPINION THIS TILE WAS NOT A DIFFERENT COLOR EVEN THOUGH SHE HAD PURCHASED THE ORIGINAL TILE MONTHS BEFORE COMPLETING THE PROJECT. AS FAR AS HER DOOR BUMPERS, THEY WERE INSTALLED AT THE BOTTOM OF HER DOORS AND ARE NOT IN ANY WAY OF FOOT TRAFFIC AS SHE CLAIMS THE BATHROOMS ARE 5 X 7 TO BEGIN WITH. BEFORE LEAVING THE MEMBER SAID EVERYTHING LOOKED GREAT AND THE WHOLE TIME WE WERE THERE WE KEPT CHECKING WITH HER TO SEE IF THERE WAS ANYTHING SHE DIDN'T LIKE AND SHE WAS PLEASED WITH EVERYTHING WE WERE DOING. I WAS SURPRISED THE FOLLOWING DAY SHE WAS VERY UPSET MAKING IT SOUND LIKE THE TOILET FELL THROUGH THE FLOOR. I CALLED HER BACK IMMEDIATELY AFTER MISSING HER CALL AND LEFT NUMEROUS MESSAGES THE ENTIRE WEEKEND. I MET WITH HER ON TUESDAY, THE DAY THAT I SAID I WOULD BE THERE. AND THE MEMBER WAS IN A RAGE AND VERBALLY INSULT ME CALLING ME A *EXPLETIVE* MORON AND A *EXPLETIVE* IDIOT OVER A PAINT SMUDGE ON THE SIDE OF THE DOOR TRIM. I TOLD THE MEMBER THAT I DIDN'T APPRECIATE HER SCREAMING AT ME AND THAT SHE COULD SPEAK TO PEOPLE IN THAT MANNER. I TOLD HER THAT IT WAS NO BIG DEAL IT COULD BE TOUCHED UP THEN SHE BEGAN TO RAMBLE ON HOW SHE HAS BEEN PATIENT WHEN THE ENTIRE TIME SHE WAS CAUSING ALL THE DELAYS. IT WAS LITTLE ROCK CONSTRUCTION WHO WAS PATIENT AND NOT CHARGING HER FOR LOST TIME. THE MEMBER NEEDS TO TAKE ANGER MANAGEMENT CLASSES AND LEARN HOW TO SPEAK TO OTHER PEOPLE. AND ONE LAST THING, AS FAR AS MAKING IT SOUND LIKE I TRIED TO USE MY CHILDREN'S ILLNESS AS AN EXCUSE NOT TO SHOW UP IS A DISGRACE. I VALUE MY CHILDREN AND WOULD NOT USE THEM IN ANY WAY MY 3 YEAR OLD WAS VERY SICK FOR A WEEK AND I DON'T APPRECIATE HER TALKING ABOUT HIM. LITTLE ROCK CONSTRUCTION WILL NOT ACCEPT ANY OF HER WORK IN THE FUTURE.

Joe was very cordial. Initially I contacted Little Rock construction after reading his other reports in Angie's List while researching basement remodeling. Joe came out within a couple days of contacting him and gave me an estimate. The estimate was a little more than I was willing to spend at the time for the overall basement project, so he came back out and broke the process down and gave me three different estimates in order to complete the work in phases. He is very easy to work with and seems to bend over backward to assist you in your projects. The office was my priority, so that is what we agreed to get completed first. Joe started the project when I was ready and completed it within a week. The only mark-down I have for Joe, and it is minor, is his punctuality. He would say he would arrive between 8-830 am and show between 9 and 930 am. This is minor considering all the other areas Joe was prompt in. Overall, the project went very well. The price was a touch higher than I wanted to pay, but it was just as good as other estimates and Joe's overall willingness to work with me and my schedule made the choice easy.
Description of Work: Joe converted a room in my basement into an office. This room consisted of just masonry walls with no insulation, heat, outlets or lights. Joe framed the room and added insulation, electrical outlets, heat/AC ducting, drywall, baseboards, door and painted the room.

Needless to say, we did not hire him for the job. He was completely unreliable and inconsiderate of other people's time. ZERO accountability.
Description of Work: I contacted Joe regarding closets in my Master Bedroom. I needed my closet framed out and four floor-to-ceiling doors hinged installed. He responded by end of day and we scheduled to meet to go over the details of the job. He arrived 30 minutes after our appointment but called to let me know he was running late. He had a pleasant demeanor so I felt comfortable moving forward and hiring him to do the work. He gave me a rough estimate of pricing and said he could begin work on Monday of the following week. I live in an apartment building that is fairly strict about having any work done. All contractors are expected to submit a copy of their license and liability insurance before starting any work. I provided him with the contact information to submit the necessary paperwork, which he then lost. Only after I called to follow up with him days later did he tell me that he needed this information again. He was supposed to begin work on Monday but I lost a few days just waiting for him to follow through with the documents my building required. He then found other work that took precedence over my project and he pushed me back to the end of the week. Thursday became Friday. Friday morning became Friday afternoon. I called him that afternoon to explain that my building only allows contractors to work between the hours of 8:30 and 4PM, and that it was getting close to quitting time. At this point, he said that he wouldn't be able to start until Monday. I had lost another week playing the waiting game!

Response from Little Rock Construction
IN RESPONSE TO THIS MEMBER, MY COMPANY MET WITH HIS WIFE ON THE SAME DAY THAT WE HAD SCHEDULED TO MEET. AT WHICH TIME SHE TOLD ME WHAT SHE WANTED TO HAVE DONE. SHE WANTED TO INSTALL FOUR DOORS 2'X 8' WITH NO FRAMING OR MOLDING AROUND AND DID NOT WANT TO SEE HINGES. I TOLD HER THAT I WOULD HAVE TO FIND THE INVISIBLE HINGES THAT WOULD WORK FOR HER. AFTER FINDING A COMPANY THAT HAD THE HINGES THAT SHE WAS LOOKING FOR, THE COST PER HINGE WAS AROUND $70.00. SHE NEEDED FOUR HINGES PER DOOR. AT WHICH TIME SHE ADVISED ME THAT HER SISTER WORKED FOR AN ARCHITECT AND THAT SHE WOULD TRY TO GET THE HINGES AT A CHEAPER PRICE AND THAT SHE WOULD GET BACK TO ME. THE WEEK DELAY WAS ON HER BECAUSE THE FOLLOWING WEEK SHE CALLED ME AND SAID THAT SHE WAS GOING TO HOME DEPOT TO SEE WHAT OTHER ALTERNATIVES SHE HAD BECAUSE THE ONES THAT SHE WANTED WERE GOING TO BE TOO EXPENSIVE. OUR ESTIMATE WAS TO FRAME THE CLOSET, SHEETROCK, SPACKLE AND INSTALL THE DOORS THAT SHE HAD ALREADY PURCHASED. PRIOR TO THE FRIDAY THAT WE WERE SUPPOSE TO START THE JOB, SHE CALLED AND ADDED PAINTING OF THE CLOSET AND THE DOORS, SO THAT FRIDAY SHE CALLED AND I GAVE HER THE ADJUSTED PRICE BUT SHE WASN'T HAPPY WITH IT AND ALSO SEEMED TO BE RUSHING US FOR TIME AND I TOLD HER WE NEEDED AT LEAST FOUR DAYS TO COMPLETE THE JOB. SHE TOLD ME THAT I HAD TO BE DONE BY TUESDAY BUT COULDN'T WORK WEEKENDS BECAUSE HER BUILDING THAT SHE LIVES IN DOES NOT PERMIT IT. I ASKED HER IF THE DOORS WERE ON SITE, SHE SAID NO THAT I HAD TO PICK THEM UP. I NEVER AGREED TO PICK THEM UP NOR DID SHE TELL ME I HAD TO UNTIL THE DAY WE WERE SUPPOSE TO START. I TOLD HER THE COMPANY SHE BOUGHT THEM FROM WILL DELIVER THEM. SHE TOLD ME THAT THEY DO NOT DELIVER. THEN I TOLD HER I HAVE BEEN DEALING WITH THE COMPANY THAT SHE PURCHASED THE DOORS FROM FOR 20 YEARS AND TOLD HER THAT THEY DO DELIVER AND I CALLED TO SEE IF THEY WOULD DELIVERY THE DOORS AND THEY SAID THEY WOULD BUT, SHE DIDN'T WANT TO PAY FOR SHIPPING AND EXPECTED ME TO TAKE CARE OF IT. I CALLED THE COMPANY, THEY INFORMED ME THAT SHE STILL HAD A BALANCE OF OVER 200.00 DOLLARS THAT SHE NEVER REVEALED TO ME. AT THIS TIME I STARTED TO GET A BAD FEELING FROM HER, I TOLD HER I FEEL SHE IS RUSHING US AND WE HAVEN'T EVEN STARTED THE JOB ALONG WITH THE LIES AND THE MONEY THAT WAS OWED TO THE DOORS. SHE ALSO DID NOT SIGN THE CONTRACT FOR THE JOB FOR THE ORIGINAL PRICE AND WAS TRYING THE DISPUTE THE PRICE THAT SHE VERBALLY AGREED TO. I TOLD HER THAT WE WERE GOING TO DECLINE THE JOB OFFER BECAUSE OF THE BAD FEELING I WAS GETTING FROM HER. AFTER DECLINING THE JOB, SHE INSISTED I STILL COME AND DO THE JOB. MY COMPANY HAS A GREAT REPUTATION BECAUSE OF WORKMANSHIP THAT I PROVIDE. MY CUSTOMERS ARE MY NUMBER 1 PRIORITY. SO IN RESPONSE TO YOUR REPORT YOU NEED TO LOOK TO YOUR WIFE FOR DELAYS AND OUR REFUSAL TO ACCEPT YOUR JOB.

We first got an estimate, then started work while we were gone. He warned us when our changes were increasing the budget and warned if things were worse than originally estimated, like the electrical work. We felt very comfortable and liked his work.
Description of Work: We ask Joe to replace electrical, build shelves, change doors, install carpet, change bathroom fixtures, replace dry wall, paint, and repair and/or replace screens and storm windows. He did all of this while we were away and was very easy and thorough over the phone and email.

The owner responded promptly for our request for an estimate. Subsequent to his assessing our home, I did have to call him to get the estimate for the work. However, he was responsive to my calls, answered all my questions and scheduled a date for installation. The installation date was delayed a week because the window company did not receive the orders in a timely fashion, but the owner offered to work on a Saturday & Sunday to get the job done as promised. He and his crew arrived on time, completed the job in a professional manner and cleaned up the areas inside and outside the windows well. They were all polite and a professional. The contractor also did some work replacing a few kitchen floor tiles without charging me for his time.
Description of Work: Provided an estimate for replacing 7 windows and painting. We decided to use him only for the replacement windows- he offered a lower price for the same windows than another contractor. The final cost was slightly higher than the original estimate because of the capping of the windows required more labor and materials than originally estimated, but was reasonable for the work involved.

We found Joe on Angie's List - and after reading some of the reviews, I wondered if such a great contractor really existed. Well he's close! Joe is the most responsive contractor we've ever dealt with. He'll answer his phone or call back within minutes most of the time - even at odd hours and on weekends. He clearly cares about customer service and about getting work done in a quality way. He did major work in our home over a period of three months: a complete demolition of our kitchen - even replacing the floor joists under the kitchen due to unsafe and uneven joists discovered when the tile floor was removed; finished walls - both plaster and sheet rock; added a full bath to our 3rd floor; brought utilities - water, electric, and gas to a 2nd floor closet to convert it to a laundry room; replaced many windows; added crown and base moldings throughout the house; Joe even hand cut some moldings so that they would curve up the staircase wall to match the old style moldings we were matching throughout the first and second floors; Joe corrected a major structural problem with our staircase by jacking up and securing a floor joist on the second floor that had fallen a number of inches over time. Joe is a great general contractor. He's easy to work with and usually brings along crew people that are equally respectful and competent. There were only two things that were minor annoyances during our project. One was that the plumber Joe used as a sub-contractor - or at least the plumbing crew that did our work - was not great. They made some errors that had to be corrected and at one point the plumbers stopped showing up at all. Joe ended up doing much of the finish plumbing himself - luckily he's capable in that area - but it caused some delays and headaches. The second is that if Joe gets busy with other jobs or loses crew members for any reason, things can get delayed. The end product is worth the wait, and these were the only two things that caused any problems for us. Overall, Joe does excellent work and we've recommended him to a number of friends. Everyone who visits our home comments on the beautiful work that was done.
Description of Work: Joe completed a full renovation of our South Philly row house. Complete demolition of old kitchen, remodeled modern kitchen, installed additional full bath, completed walls, moldings, and stairwell joist repair.

I contacted Joe Rota of Little Rock Construction to ask if he'd be interested in a job as small as hanging a storm door. Once he answered yes, I also asked if he'd be able to come by to measure the door jamb so I would be sure to order the appropriate sized door. He came by that afternoon, measured the door and gave me the price of hanging a new door. I ordered the door and called him. He let me know that I should call him when it arrives. I did; we made an appointment for a week later and he showed up on that day on time. He did a great job hanging the door, cleaning up after himself. He was very professional and very nice.

Using Joe was the best decision we made during the renovation process. As he put it, I was "home improvement-ized" during the design (incorrect measurements of my kitchen, sending a sink base for a single-bowl sink instead of a double-bowl sink, etc.), but his professionalism and expertise allowed us to have the kitchen we ultimately wanted instead of the slop that the home improvement store tried to push on us. If I had to do it again, I would have used Joe from the start and skipped the home improvement store altogether.
Description of Work: I had purchased the cabinets and countertops already from a home improvement store, but called Joe when the home improvement store services installation price came in at 4-TIMES the total of the materials purchased. Joe completed the demolition AND installed the new cabinets all in the same day, and then returned when the countertops were installed to complete the utility work and install the new appliances.

The very positive rating on Angie's List must be making him a popular choice for work, to the point where he will miss appointments (twice) and not bother to call to let us know he's not coming. THE AMOUNT OF WORK THAT WAS LEFT FROM ANOTHER CONTRACTOR TO BE COMPLETED WOULD HAVE COST MORE THAN WHAT SHE WOULD HAVE BEEN WILLING TO PAY. THE SENSE THAT I RECEIVED FROM HER IS THAT SHE WAS LOOKING FOR SOMEONE TO WORK BY THE DAY, THATS NOT THE WAY I RUN MY BUSINESS.

I called prior to Thanksgiving and he said he would call me back. When he didn't, I called him. We set up a meeting for a Sunday morning. He didn't show. Joe Rota is great. He's done several small jobs for us; this plumbing problem was just the most recent. The job took a little longer than expected but the men were timely and were hard workers. Our walls were extremely uneven and every inch needed some type of repair. Joe's drywall person is truly a master craftsman. He worked on the walls until they were smooth.

Joe made me feel confident and secure working with him. He seemed extremely knowledgeable about the work that needed to be done. The other contractors I called for estimates were unable to do both the wood work that was needed AND the electrical work. One contractor was much cheaper and said he'd try to just run the wires under the joist, but he wasn't that experienced working with electrical wires to I was concerned that he'd to a good, safe job. When Joe came for the estimate he was able to tell at a glance what each wire was for and how he'd deal with them. He came across as extremely professional and experienced. I suppose I could have paid less, but when it comes to potentially risky work involving the building's structure and electricity I was willing to pay more for peace of mind and for the best work. That's what I got from Joe. Additionally, Joe was leaving for vacation the next day and we really appreciated that he was able to fit us into his schedule.
Description of Work: When we were selling our house we needed a joist in the basement sistered due to old termite damage. There were 8 electrical wires going through the existing joist. Joe Rota was able to come out to do an estimate the day I called and to come out to do the job the very next day. He arrived first thing the next morning at the agreed upon time and brought an assistant. The two of them worked quickly and cleanly. They installed an 8 foot sister to the existing joist and ran the electrical wires through the new joist.

I spoke with Joe about giving me an estimate to have work done. He did not show up for the appointed time. He did call six hours later and rescheduled for a different day. He had forgotten about our appointment. Because mistakes can happen, I set up another appointment with him. Unfortunately, he failed to show up a second time. He again called about six hours later and said he was on his way and that his day had just gotten busy. At that time, I told him that we didn't want him to do work for us. Please note that while he was unreliable, he was very courteous. It just sounds like he has too much going on and maybe needs someone to manage his schedule.

Joe, is easily the best contractor we've ever had. After a string of less than happy experiences with other contractors, he's renewed our faith in the home remodeling business. Joe was punctual, flexible in response to our changing scope and schedule, friendly and delivered what he said, he would. He does top quality work. He easily solved issues that came up. The workplace was left immaculately clean every day and at the end of the job. I waited until the job was done, to enter this review thinking "this can't be real, something will go wrong or be left undone", but that was not the case. He showed up right when he said he would, and stayed until he was done. Nice guy, very professional.
Description of Work: Took out old sheetrock and installed new when we were remodeling our kitchen. Charged us exactly what he said he'd charge us, and fixed the ceiling at no extra cost.

Joe was great! We intend to hire him again for a larger job ($6000-$7000) remodeling our bathroom. He came over gave us a free estimate for our hot water heater and D/W installation. As soon as we purchased the appliances, he came over with an electrician. The work was completed efficiently and professionally. Joe is very personable, easy to work with, and I would recommend him to anyone. I like the fact the Joe is willing to take on small and large jobs. We had a problem with our dishwasher's motor about a week after the work was completed (nothing to do with the installation), and Joe even came over on a moment's notice to see if there was anything he could do. He even called the Maytag repair people for us. Turned out one of our cats had dropped a toy mouse in the dishwasher's bottom, which was eventually ground up, and the D/W works fine now. Next time I'm going to wash the cat in there.
Description of Work: Joe installed a new water heater and dishwasher for us, and had an electrician install an extra electrical line and outlet in our kitchen above the dishwasher. The dishwasher installation was completely new, requiring plumbing and electrical work.
