Response from PENN VALLEY ENGINEERING LLC
We had considerable ongoing discussions with the customer regarding her purchase of this property and her intended use and building remediation since September 17, 2012. The initial structural inspection fee and verbal consultation information was given to the customer verbally and in a written letter of commitment which she agreed to in her response email dated 11/29/12 at 7:38 PM. It was also discussed that she would require additional engineering drawings to be determined after the initial inspection. The customer’s remodel and building modifications would require engineered drawings for permitting and construction which involve additional engineer desk time and fees. At the time of inspection (in the presence of her general contractor) she was given our engineering opinion that some of her project ideas were not feasible and would need to be addressed. In the following days and weeks, the customer advised her displeasure for the initial services received for the fee paid ($388.00) for her intended project. PVE had met its obligation of services rendered at time of inspection. She has openly admitted in an e-mail and I quote: “My error was in rushing, and “assuming” that the document embodied our discussions and my very clear indication of what I needed.” Her e-mail comment clearly explains that the problem rests solely with the customer as Penn Valley Engineering provides the extra efforts of written confirmation documentation and customer authorization so that this kind of problem doesn’t happen. Per her e-mail agreement and signed authorization to proceed there was no reason for the customer to “assume” as she received exactly what was previously authorized by her and contracted. Herein is the letter of commitment excerpt: “As discussed the tasks and services associated with the above scope of work will be performed for a lump sum fee of $388.00 (three hundred eighty eight dollars) for our initial maximum one hour inspection and verbal consultation. Engineered drawings/reports/sketches/calculations and material sampling or testing are not included in this initial structural inspection. All fees are due payable at the time of the initial inspection and consultation.” This is a clear case demonstrating that the client: • Did not read our contract before signing • Does not and continues to demonstrate she will never comprehend our services and the requirements of her project • Believes that a $388 initial on-site inspection consultation should cover all the engineering services required for her project • Is disrespectful of our profession, our time and services • Does not understand or accept that PVE has met the obligation of services rendered for fee paid per the agreement. We take great pride in the services that we provide to our client. We go to great lengths to provide the correct services to our clients and charge them fare/competitive fees on exactly what they need. We also emphatically spend extra time with our clients in reviewing our services and the fees so that there is complete understanding by both parties. Obviously, this time (which is rare) just didn’t work.

After get burned in the past, I proceed very cautiously with my screening process before hiring anyone or signing contracts. I believe I dodged a bullet here in not proceeding with hiring this company. Brad Baker is a pompous individual. He is paternalistic and overbearing. He does not bother to consider that his customers have any working knowledge or experience, and that contracts must be equitable for both parties, and not just protect his own interests. Only a fool would sign the contract he put forth. I asked for references in our initial conversation and he could only provide one: the phone number for a pastor of a church in Burlington, NJ who was "thrilled" with their services( red flag #1). I requested a sample report to get an idea of the engineer's work, but was told that he was unable to provide such, or that he would "try"(red flag #2). In a subsequent conversation with the engineer, Greg, I found a reasonable person. He told me that my job could be squeezed in. I asked for a flat rate for inspection with report. I made it clear that receiving a tangible report is the goal of hiring an engineering firm. They must report their findings accurately, which I believe should go without saying. Brad sent a pdf contract amended to include the flat rate of $836, he still was not correct in the scope of the project, and then called the morning of the assessment, no longer "friendly" (or overcompensatory as he was in previous conversations), but rather cold. I told him I am looking over the contract now and am not willing to pay the fee until they have a report for me, and the contract should reflect that. He told me that the fee is due at time of the inspection. The contract said nothing about time frame for delivery of the report which is the point of hiring them in the first place. Who does he think he is to rushing me to sign a contract the morning of the assessment. We could have rescheduled the assessment. The conversation reached a stalemate with Brad speaking over me and telling me that the contract was non-negotiable (the irony of that statement will be forever lost on him as he had already amended the contract once). Brad is the firm's worst feature, one that I was trying to get past by speaking with the engineer, but his unprofessional words and demeanor ultimately did in this bit of business. Hurricane Sandy has been quite a windfall for some, others not so much. I will make sure the people in my large neighborhood of over 300 homes stay away from Brad.
Description of Work: Unable to ignore the obvious "red flags". Work was not performed.

I'm in the process of purchasing a fixer-upper, and I wanted a structural engineer to confirm that there were no major issues present before closing. After reading through Angie's List and shopping around for the best price on a basic consultation, these guys were the best priced of the lot, by far. Incredibly responsive, smart, punctual, and helpful, they were quite patient when given the runaround on the lockbox code, and did a fantastic and thorough visual inspection once they entered the premises. I can't say enough good things about this company, and this area gem truly deserves the highest praise!
Description of Work: A basic visual consultation was performed in order to determine whether or not any major, obvious defects were present.

They are very good at communicating. They helped me out a lot with contractors. They were very helpful with keeping the plans on track. They provided me very good documents and were very professional.
