The job began in late December, 2014. For each floor of the building and for each section between joists one length of vinyl siding was removed and holes were drilled through the older asphalt siding and wall underneath in order to fill that area. The holes were then plugged and the outer siding replaced. After perhaps 6 or 7 days' work by a crew of two men, the first and second floors were (presumably) complete. On the day when work was to begin on the third floor, now in mid January because of weather delays, the crew members asked for access to the attic (a perhaps 3-1/2 foot high crawl space) to see if the building was "open construction", which would allow them to blow the insulation down into the third floor walls from the attic instead of drilling holes from the outside. I had to leave for several hours that day, but gave them access through the third floor (where I live). When I returned around 5 hours later, they were back outside and cleaning up. I asked how much more work was left to be done, and they replied that the job was finished, and that they had been able to fill the third floor walls from the attic. I thought it was very unlikely they could have done the job that quickly so, after they left, I went up into the attic and found that nothing had been done, and that holes would have had to have been drilled into the floor of the attic to get insulation down into the walls. I then confirmed that the third floor walls were still empty by pulling a few outlets. After I exchanged several E-mails with Dave Chisholm, B.I.'s Sales consultant, he eventually sent a new crew to continue the work (in July). They apologized for the previous crew, and (presumably) finished the job by filling the third floor walls from the outside. They also checked a couple areas of the second floor walls which my own novice thermal test (using an infrared thermometer) showed might not be filled. They confirmed that was the case in at least two areas and filled them. (Some areas apparently had horizontal or diagonal joists which blocked the insulation from filling the entire area between vertical joists on each floor.) I now suspect the large majority of the building is filled, but don't know that for sure. Nor do I know to what extent a thermal test would confirm the fill or highlight unfilled areas, but certainly I believe one should have been performed as promised. I assumed a temperature difference between outside and inside temperatures would be best for a thermal test so I waited until November to remind Dave of his promise to perform one. He E-mailed December 1 stating that that test would be performed December 10, but no one showed up. There has been no response to my follow-up calls. Regarding the first crew, I understand that they work outside in difficult conditions, but stating that a job was finished while knowing that none of the third floor walls had been filled was unethical at best.
Description of Work: Promised to blow cellulose insulation into all external walls of a triple-decker, 3-family building. I believe the job was finally completed (at least to a large extent) approximately 7 months after it was begun. However, due to circumstances along the way (described below), I believe it's likely that some areas were not filled, and a promised (and scheduled) thermal test to verify that all areas were filled was not performed. Phone message regarding rescheduling the test were not returned.
