Trash It Now

We paid for a full year of trash pick up service up front on 2 Feb and was promised a trash receptacle on the 10th. As of the 13th we still had no trash bin and the trash was not picked up. When I called, on the 13th, I was informed I would be receiving the trash bin that afternoon. On the 14th I called and requested a refund since I still had no trash can and still had trash. I was told by the office person that they would talk to the manager and have them call me. On the 15th I called back and asked for the manager but was informed that they were not in and that a refund check would be mailed out at the end of the week. I asked about refunding it back to my credit card and they said their merchant account would not allow it. I have called every day since then and regardless of what time I call, the manager is never in and have yet to receive a call from them. I was also informed that my refund amount check was mailed out on Friday the 17th and here it is the 24th and still nothing. When I call now, I am just told that it was mailed, the manager is still not in, and there is nothing more they can do. The business is located in a residence and was informed that it is not set up to deal with customers on a personal basis and to not come by.
