Premiere Coastal Contracting

I hired Joe to inspect two windows on our house and provide a repair estimate. He explained that he charges to do estimates, because realtors frequently ask him for them, and he rarely gets business from it. He quoted $50/hr., and that it would take 2 to 2-1/2 hours. I agreed to those numbers. He stated the estimate cost would be subtracted if he got the job. He looked at the windows, provided an estimate, and revised it after discussion. He then invoiced me $185 for the estimate, which works out to 3.7 hours. When I asked about the discrepancy between the invoice and the 2 to 2-1/2 hours he originally quoted, he was not agreeable to stick to his original numbers. In a subsequent email, he stated yet another figure: " I spent a total of roughly 3.3 hours in drive time, getting the window prices for 2 different specs and putting this all in an email format to you. That is what this invoice covers". I feel Joe should not have have invoiced more than the 2-1/2 hours he originally quoted, in absence of seeking an approval to exceed, and that he should have explained the discrepancy between the 3.3 hours he asserted in his email and the 3.7 hours billed. In a final phone call to him in hopes of reaching an amicable outcome, Joe elected to wish me bad kharma, among other things he said. Though the scope of work performed and amount in question here is relatively small, the experience was not what I look for in a good contractor. At no point in the process did I expand the scope of work beyond that originally discussed.
