Description of Work: I called Bob Rausch, always leaving messages including one requesting insurance certificate and written bid including rounded corners on it. No reply. June 17, I mailed to Bob Rausch a copy of the Frontier Fence bid with instructions including placement of the sleeves and another copy of my list including ""rounded corners"", and written request for a written bid and a certificate of insurance. No reply. June 26, Mr. Rausch called informing me they would start tearing out steps and building forms on Monday, June 28, and said he was so busy, he didn't know if he received the messages or the copies in the mail. I did not push my request any further fearing that he would not do the work, especially since he was so busy. The morning of June 28, I was preparing for a business trip out of town, leaving at 9am. I left a copy of the Frontier Fence handrail bid, and a copy of my list, in a plastic bag along with the metal sleeves in a box on my steps for Mr. Rausch to have when he first arrived. Approximately 11am, Bob Rausch left a phone message that they could not do the rounded corners and needed to talk to me immediately because they had an appointment to have the steps poured at 8am the next day. I received the message at about 4:30pm, called him and he and his partner came to my house just before 5pm. I felt very pressured because of the pouring appointment the next morning and the two men standing staring at me, waiting for me to decide. Extremely disappointed, I agreed to have them do just the last step corners rounded and the other three steps with six regular square corners. (4 steps total) Saturday morning following completion, Mr. Rausch knocked on my door about 9am asking for payment. He then gave me the bill of $3,100. I said I couldn't believe this bill when I did not get the rounded corners, which were most important and the reason I hired him because he would do the rounded corners. Mr. Rausch sheepishly questioned if in fact he hadn't been informed about the rounded corners after they tore down the steps! I said no, and I have a copy of my instructions. Mr. Rausch offered $100 off. I wrote a check for half the amount and handed it to Mr. Rausch who was standing at the end of the steps. I told him I would pay him the other half next week when the curing was complete and I had a chance to make sure everything was all right. With a very scary look on his face, Mr. Rausch started walking up toward me and very angrily shouted ""no, no, no, this won't do, the cement is cured, and I want all of it and this will only cover the materials!"" I felt very threatened, hurried back in the house and wrote a check for the full amount, $3,100, and gave it to Mr. Rausch, who then left. I then noticed there was cement smeared along the insides of the sleeves and cement at a level inside the sleeve making it appear they were installed improperly. After the handrails were installed, I noticed they were loose. Mr. Stewart said it was likely because the sleeve holes were not deep enough (cement was allowed to come up into sleeves). Also 2 or more lawn sprinkler heads are possibly damaged. I went to my bank, and put a stop on the check I wrote to Bob Rausch. Wrote another check for $2000, which Bob Rausch picked up at the place I was working, so I was safe. I was afraid of this man.
