I don't know if you have tried to hire a landscaper, but there is usually a loooong wait. Leon started and completed our job, three days later. We needed our beds filled in with rock, plants added, and others moved. The crew worked so hard, were super friendly, and left the job cleaner than when they arrived. Topsoil should go down first.
